Overview

Responsibilities
  • Conduct engineering evaluations, coordination, and supervision of operational maintenance, repair, and construction activities.
  • Manage and coordinate tasks with trade shops, including prioritizing work, reviewing ongoing projects, and inspecting installed systems.
  • Oversee and manage work orders, service requests, and project initiatives.
  • Prepare cost estimates, documentation, and analytical reports.
  • Coordinate energy initiatives and analyze utility expenditures.
  • Provide engineering support during emergencies outside of regular hours.
  • Direct project design and/or construction activities, including scheduling, funding, and daily project management.
  • Assess and monitor construction contractor performance.
  • Integrate and coordinate projects with field personnel effectively.
  • Evaluate, validate, and manage project change requests.
  • Deliver official weekly project status updates.
  • Prepare and disseminate project communications with clients, management, integrated project teams, and stakeholders.
  • Assist the client's Contracting Officer (CO) and Contracting Officer's Technical Representative (COTR) with acquisition planning, execution, and administration.
  • Support the CO and COTR in conducting pre-bid and pre-construction site assessments.
  • Provide invoice support documentation to the COTR for payment processing.
  • Develop and monitor project schedules and budgets; offer technical guidance on contracting and construction-related matters; oversee design efforts; recommend construction documents for approval; and supervise any subsequent maintenance programs.
  • Enhance performance, cost efficiency, and scheduling by ensuring project goals are met on time and at the lowest cost compatible with user requirements.
  • Conduct design evaluations with the customer.
  • Ensure timely entry of all data, comments, and documentation into the MAXIMO software project management tool, applicable to all projects, work orders, and tasks throughout the project lifecycle.
  • Ensure integration of all systems, including IT, telecommunications, security, electrical, HVAC, and plumbing.
  • Prepare Contractor Performance Reports (CPR) upon contract completion.
Qualifications
  • Education / Certifications:
    • Bachelor's degree in Civil Engineering.
  • Experience:
    • At least twelve (12) years of experience in civil engineering.
    • A minimum of five (5) years of specialized experience in the relevant field (e.g., high voltage power, mechanical systems, fire protection, construction, etc.).
    • Professional Engineer (PE) Registration is preferred. At least five (5) years of experience in physical security, including three (3) years in construction security for USG or commercial facilities.
    • At least three (3) years of experience applying classified requirements.
  • Working Environment:
    • U.S. citizenship is mandatory.
    • Work in an operationally sensitive environment.
    • Work outdoors, in confined spaces, with irregular schedules, rotating shifts, and operation of motor vehicles. Exposure to noisy environments and unusual lighting conditions, as well as proximity to sources of ionizing and non-ionizing radiation.
    • Utilize standard office equipment, such as computers, copiers, and printers.
    • Function in an office setting while remaining stationary approximately 50 percent of the time or more.
    • Collaborate effectively in team environments while demonstrating the ability to work independently with minimal supervision.
    • May be required to successfully complete a thorough medical and psychological evaluation, a polygraph interview, and an extensive background investigation.
    • May be required to undergo successful occupational testing, including aptitude assessments, writing tests, personality inventories, and interviews.
