About the Role

The Federation of American Scientists (FAS) is on the lookout for a proactive and meticulous Financial Operations Specialist to enhance our distinguished finance division. In this position, the selected individual will be instrumental in managing accounting functions, budget formulation, subcontracting, and subgrant administration.

As a Financial Operations Specialist, you will collaborate closely with program personnel, promoting effective communication and teamwork to ensure the efficient exchange of information. Your primary duties will include: 1) ensuring that all budget, subcontract, and sub-agreement submissions to the finance team are handled with precision and in accordance with organizational policies, and 2) offering accounting assistance related to credit card reconciliations and associated documentation.

This role demands a sharp eye for detail and the ability to meet deadlines, ensuring that financial operations are carried out promptly. By maintaining clear communication with program staff, you will facilitate a smooth flow of information, enabling the finance division to achieve its goals effectively.

Key Responsibilities
  • Reconcile credit card statements and related documentation;
  • Review Vendor/Consultant agreements and Purchase Orders (POs) in compliance with FAS procurement policies; secure necessary approvals;
  • Assess Subgrant Packages and financial statements in line with FAS subgrant management protocols;
  • Oversee subgrant budgets and process payments according to the established subagreement payment schedule;
  • Set up and manage new projects within the financial and project management systems throughout their lifecycle;
  • Provide timely reminders for upcoming project financial and technical reports at the beginning of each month;
  • Track outstanding receivables and liaise with the Senior Budget and Contracts Manager;
  • Assist in the project closure process and prepare for annual audits or project-specific reviews;
  • Ensure proper documentation and organization of all relevant materials in designated locations;
  • Perform additional responsibilities as assigned.
Qualifications
  • Bachelor's degree in Business Administration, Accounting, Finance, or a related discipline;
  • Exceptional attention to detail, with the capability to systematically organize documentation;
  • A commitment to diversity, equity, and inclusion, integrated within the mission of FAS;
  • Discreet, detail-oriented, client-focused, patient, and open to learning new skills;
  • Strong communication abilities;
  • 0-3 years of relevant experience.
Preferred Qualifications
  • Previous experience in non-profit or governmental organizations;
  • Familiarity with the 2 CFR 200 uniform guidelines is advantageous;
  • Demonstrated experience in grant management across various funding sources, including USG, foundations, and others.
Work Environment

This position offers a hybrid work model, allowing for both remote and in-office work arrangements.

Compensation

$60,000 - $68,000
