KEY RESPONSIBILITIES:


Oversee and direct engineering assessments, design processes, permitting, financial oversight, and construction management for water supply, treatment, distribution systems, and wastewater management facilities.

Conduct feasibility analyses, evaluate alternatives, and provide recommendations along with engineering cost estimates for capital improvement projects aimed at enhancing operational efficiency.

Regularly review and manage financial aspects of assigned projects to ensure adherence to budgetary constraints.

Offer technical support on capital initiatives that involve collaboration across various departments, serving as a resource for the Engineering Group and other organizational units.


PRIMARY DUTIES:
Lead engineering projects from inception to completion, acting as the main liaison for all project stakeholders.

Formulate project plans, timelines, and financial projections, ensuring that project execution aligns with established goals and deadlines.


Provide expert guidance and leadership to engineering teams, utilizing specialized knowledge to address complex challenges and enhance project outcomes.

Conduct thorough technical evaluations and reviews to guarantee compliance with project specifications and industry regulations.


Design systems for water and wastewater infrastructure, including water sourcing, treatment, distribution, and wastewater management systems.


Identify and evaluate technical risks associated with engineering projects, implementing proactive measures to mitigate potential challenges.

Monitor project metrics and initiate corrective actions as necessary to resolve emerging issues and deviations from project plans.

Prepare and review project budgets and timelines, ensuring accurate resource allocation for engineering and operational departments.

Supervise the creation of engineering documentation, including drawings and specifications.

Collaborate with interdisciplinary teams, including Operations, Finance, and Safety, to align engineering efforts with broader organizational goals. Maintain effective communication with both internal and external stakeholders to promote collaboration and ensure project alignment.

Gather and analyze data, assess alternative solutions, and produce reports and design documents to substantiate conclusions.

Manage construction project submissions, deliverables, reviews, and approvals in accordance with contractual obligations.

Coordinate with GIS and Survey departments to obtain necessary data for project planning, design, and permitting.

Solicit and assess proposals from various consultants and contractors.

Support other project teams and engineers as needed.


Review new development plans from external consultants and engineers, ensuring compliance with established standards and specifications.


Assist in the formulation and implementation of standard operating procedures to enhance the efficiency of the Engineering Department.

Act as a liaison with regulatory bodies, including the preparation of permit applications and necessary reports.

Maintain a comprehensive understanding of applicable federal, state, and local regulations.

Mentor and guide junior engineers, providing support and technical expertise to foster their professional development. Encourage a culture of continuous learning and knowledge sharing within the engineering team to promote high performance.

Provide on-call support during emergencies and for projects with critical timelines.

Perform any additional functions as required.

EDUCATION AND EXPERIENCE:
A Bachelor's degree in Engineering from an accredited program or a degree in Chemistry or Physics.

Professional Engineer (PE) registration in relevant states is preferred, along with substantial professional experience in a similar field.

A minimum of 8 years of relevant experience in engineering, demonstrating a successful track record in project leadership and execution within a technical environment. Proficiency in computer applications is essential. Must possess the ability to work independently and resolve complex engineering challenges using sound judgment and expertise. Demonstrates the capacity to analyze data and derive sound technical conclusions promptly.

ADDITIONAL QUALIFICATIONS:
Fieldwork may require walking and climbing. Proficiency in keyboard use is necessary for computer operations and report preparation.

Effective communication skills, including speaking, hearing, reading, and writing, are essential for collaboration with staff and other departments, as well as for report generation.

Visual acuity is required for data analysis and computer use.

Responsibilities necessitate advanced cognitive abilities to develop plans and strategies from complex alternatives.

A valid driver's license is required.

WORK ENVIRONMENT:


This position involves work in a climate-controlled office setting, as well as exposure to outdoor environmental conditions.
