Position Overview

As a Senior Manager within the Environmental Compliance and Strategy (ECS) team, you will provide critical support to internal teams ensuring adherence to the National Environmental Policy Act (NEPA) for clean energy initiatives (including wind, solar, and hydrogen) and transmission projects across the United States. Given the rising number of projects requiring federal environmental review, this role will serve as a vital resource and NEPA authority for project teams, guiding and directing NEPA compliance across various initiatives as needed. Occasionally, you may oversee the work of external consultants tasked with developing NEPA documentation. Additionally, you will play a key role in formulating NEPA strategies and best practices for the organization while advising on federal NEPA legislation and policies. The ideal candidate will possess a comprehensive understanding of NEPA and its interplay with other federal environmental regulations, such as the Endangered Species Act (ESA), the Clean Water Act (CWA), and the National Historic Preservation Act (NHPA).

Key Responsibilities

  • Offer technical guidance and support to project teams regarding NEPA compliance for clean energy and transmission projects.
  • Evaluate NEPA milestone schedules and budgets prepared by project teams, providing constructive feedback.
  • Advise teams on the integration of NEPA with other relevant federal environmental laws and regulations.
  • Assist project teams in determining the appropriate level of NEPA documentation required.
  • Guide project teams on public engagement strategies related to the NEPA process.
  • When necessary, supervise the preparation of NEPA documents by consultants and ensure quality assurance for deliverables.
  • Collaborate with project teams to develop strategies for engaging with agencies to advocate for the company's position on NEPA-related matters.
  • Stay informed on the latest developments and best practices in NEPA law and provide training to internal teams.
  • Participate in reviewing emerging NEPA legislation and assist in developing industry or company comments as needed.
  • Represent the organization in industry groups on NEPA topics.

Qualifications

  • Minimum of 6 years of professional experience in NEPA.
  • Bachelor's Degree required.
  • Proven experience interpreting and applying federal environmental laws (ESA, CWA, NHPA).
  • Demonstrated ability to develop innovative strategies for environmental compliance in complex infrastructure projects.
  • Strong prioritization skills and the ability to make independent decisions that align with company and project objectives.
  • Self-motivated with the capability to work independently and collaboratively within a team.
  • Adaptable to a fast-paced environment with competing deadlines and quick to learn internal processes.
  • Meticulous attention to detail, ensuring clarity and accuracy in documents and communications.
  • Ability to analyze environmental data and identify potential project risks.
  • Must be eligible to work in the United States without requiring employer visa sponsorship.

Preferred Qualifications

  • Advanced degree in biological sciences, natural resources, environmental policy, or environmental law.
  • Familiarity with resource avoidance and minimization strategies for utility-scale energy project development.

Salary Range

$142,000 - $165,000
