Position Overview

The Senior Manager on the Environmental Compliance and Strategy (ECS) team will play a crucial role in assisting internal teams with compliance under the National Environmental Policy Act (NEPA) for clean energy projects, including wind, solar, and hydrogen, as well as transmission initiatives across the United States. As federal environmental reviews become increasingly common, this role will serve as a vital internal resource and NEPA authority for various project teams, guiding compliance efforts across multiple initiatives. Additionally, the position may involve managing external consultants responsible for creating NEPA documentation. The successful candidate will also contribute to the formulation of NEPA strategies and best practices for the organization while advising on federal NEPA legislation and policies.

Key Responsibilities

  • Offer technical guidance and support to project teams regarding NEPA compliance for clean energy and transmission projects.
  • Evaluate NEPA milestone schedules and budgets prepared by project teams, providing constructive feedback.
  • Advise on the interplay between NEPA and other relevant federal environmental regulations, including the Endangered Species Act (ESA), Clean Water Act (CWA), and National Historic Preservation Act (NHPA).
  • Guide project teams on the appropriate level of NEPA documentation required (categorical exclusions, environmental assessments, and environmental impact statements).
  • Direct project teams on public engagement strategies associated with the NEPA process.
  • Oversee the preparation of NEPA documents by consultants when necessary, ensuring quality assurance and quality control for deliverables.
  • Collaborate with project teams to develop strategies for engaging with agencies to advocate for the company's position on NEPA-related matters.
  • Stay informed about the latest developments and best practices in NEPA law, regulation, policy, and guidance, providing training and education to internal teams.
  • Participate in the review of emerging NEPA legislation and policy, assisting in the development of industry or company comments as needed.
  • Represent the organization in industry groups, such as American Clean Power (ACP), on NEPA-related topics.

Qualifications

  • Minimum of 6 years of professional experience in NEPA.
  • Bachelor's Degree required.
  • Experience interpreting and applying federal environmental laws (ESA, CWA, NHPA), guidelines, and policies.
  • Proven experience in developing innovative strategies for environmental compliance in complex infrastructure projects.
  • Ability to prioritize multiple tasks effectively and make independent decisions that align with company and project objectives.
  • Self-directed with the capability to work independently and collaboratively within a team environment.
  • Adaptable to a fast-paced business environment with competing deadlines, with a quick learning curve for internal processes.
  • Strong attention to detail, ensuring that documents and communications are precise and accurate.
  • Ability to analyze environmental data and identify potential project risks.
  • Eligibility to work in the United States without the need for employer visa sponsorship.

Preferred Qualifications

  • Advanced degree in biological science, natural resources, environmental policy, or environmental law.
  • Familiarity with resource avoidance and minimization measures for the development and construction of utility-scale energy projects.

Salary Range

$142,000 - $165,000
