POSITION SUMMARY

Under the general oversight of the System Support Supervisor, this position involves the real-time management of the utility's Transmission and Distribution SCADA (Supervisory Control and Data Acquisition) system, encompassing upgrades, maintenance, and data collection. The role ensures the seamless operation of the SCADA system and the accurate transfer of T&D system data to all necessary regulatory bodies. Responsibilities include the collection, editing, processing, and maintenance of complex ESRI GIS datasets from various sources to deliver precise information and mapping to the Control Center, Engineering, Telecom, and field teams. The position also involves importing, exporting, and converting mapping data into the GIS platform, along with the creation and upkeep of geospatial databases.


KEY RESPONSIBILITIES

  1. Configure and maintain the utility's T&D SCADA system, including upgrades and data collection.
  2. Ensure efficient operation of the SCADA system and the transfer of T&D system information to regulatory entities.
  3. Utilize technical judgment to analyze and disseminate real-time information effectively.
  4. Perform system administration on Windows systems and manage virtualization technologies supporting SCADA.
  5. Utilize Microsoft applications and industry-specific software for T&D operations.
  6. Develop and provide training on electric T&D and Water SCADA applications.
  7. Maintain T&D reliability and manage real-time data entry into regulatory portals.
  8. Analyze and maintain GIS data for accurate modeling of utility facilities.
  9. Monitor SCADA system conditions and make recommendations as necessary.
  10. Ensure accurate data transfer and retention in compliance with regulatory requirements.
  11. Develop mapping applications and tools for utility sectors, designing digital maps with geographic data.
  12. Create and manage shapefiles to integrate OMU data with external datasets.
  13. Maintain GIS databases using ESRI ArcMap and Milsoft MAPS.
  14. Support fiber mapping and splicing information, coordinating with Engineering for complex installations.
  15. Write scripts and queries in GIS and SQL for essential data requests.
  16. Update GIS maps based on job tickets and work orders.
  17. Utilize AutoCAD for drafting construction drawings and other departmental materials.
  18. Participate in SCADA call-out response, requiring a thirty-minute response time.
  19. Perform other related duties as assigned.

QUALIFICATIONS

EDUCATION AND EXPERIENCE

Knowledge in a specialized field such as accounting or computer science, equivalent to four years of high school, plus additional specialized training equal to two years of college, along with three years of related experience or an equivalent combination of education and experience.


COMMUNICATION SKILLS

Ability to effectively communicate information and respond to inquiries in person and in small group settings.


MATHEMATICAL SKILLS

Ability to work with mathematical concepts, including probability and statistical inference.


CRITICAL THINKING SKILLS
