Intermediate Identity Intelligence Analyst

Overview:

The Intermediate Identity Intelligence Analyst functions within the Counterintelligence and Counterterrorism Vetting (CCV) office, primarily at U.S. Embassy and Consulate locations in designated high-risk regions.

Key Responsibilities:
  • Conduct analysis, research, and provide support for the vetting of local national employees and applicants for Regional Security Offices at U.S. Embassies and Consulates globally.
  • Leverage various datasets, specialized tools, and advanced analytical techniques to identify and assess individuals who may pose a risk to U.S. interests; identify mitigation opportunities through diverse analytical processes; validate data significance; and recommend threat mitigation strategies.
  • Analyze biometric and biographic data on individuals of interest using the Biometric Identity Intelligence Resource (BI2R) and other relevant databases to assess risks to U.S. personnel or facilities.
  • Independently research and evaluate application information for potential threat indicators, drafting analyses of any threat information for relevant stakeholders.
  • Plan and execute comprehensive all-source analysis, utilizing both classified and unclassified intelligence sources.
  • Proactively identify additional areas of concern in open-source threat assessments.
  • Ensure individuals posing potential threats are appropriately listed on watch lists and that relevant information is communicated to Regional Security Officers promptly.
  • Adhere to laws, regulations, executive orders, and directives issued by Congress, the Secretary of State, and the Director of National Intelligence to meet objectives.
  • Draft email responses regarding threat information, ensuring analysis and assessment are included as necessary, and sent in a timely manner.
  • Prepare and deliver oral presentations on findings to CCV management and other relevant offices.
  • Provide biometrics analysis training to newly hired Identity Intelligence Assistants and Junior Analysts.
  • Conduct training on the Diplomatic Security Identity Assurance System (DSIAS) for various training classes at the Diplomatic Security Training Center.
  • Brief DS Agents transitioning to posts with DSIAS on the system and the overall vetting program.
  • Engage in foreign travel to deploy DSIAS to new locations at U.S. Embassies and Consulates, including training local staff and conducting mass enrollments.
  • Perform Temporary Duty at any RSO Office worldwide to support identity intelligence analysis for vetting missions.
  • Utilize DSIAS for biometric enrollment of locally employed staff and applicants at U.S. Embassies and Consulates globally.
  • Ensure proper handling and storage of classified and unclassified materials.

Education and Experience:
  • Six (6) years of relevant experience in intelligence analysis or Counterintelligence, or Human Resource Intelligence (CI/HUMINT).
  • Experience should be with the Department of Defense, Department of Homeland Security, Federal Bureau of Investigation, Department of State, or equivalent U.S. Government agency, including relevant military occupational specialties or GS-0132 series. Alternatively, a minimum of four (4) years of relevant experience with a Bachelor's Degree in Political Science, International Affairs, Area Studies, or a related field.
  • One year required or two (2) years preferred experience in Identity Intelligence/biometric intelligence analysis.
  • Experience in the collection, analysis, and dissemination of foreign affairs and terrorism-related information.
Knowledge, Skills, and Abilities:
  • Proficiency in utilizing computer databases and intelligence-related automated systems to support analytical efforts.
  • Ability to provide guidance and consultation to officials regarding analysis interpretation and application.
  • Strong oral and written communication skills for preparing and presenting analyses, providing guidance, and negotiating agreements.
  • Ability to effectively interact with individuals at all organizational levels to establish and maintain relationships with a broad range of stakeholders.
  • Strong problem-solving skills and the ability to prioritize multiple complex tasks.
  • Ability to work collaboratively as part of a team, maintaining a mission-focused approach.

Security Clearance:

TOP SECRET Clearance with SCI Access Required.

Must possess a current U.S. Government TOP SECRET Personnel Security Clearance and qualify for SCI access.

Must have a current U.S. Government Single Scope Background Investigation (SSBI)/Tier 5 or equivalent (less than 4-1/2 years old) for SCI access eligibility.

Must be a U.S. Citizen.

Must maintain required Security Clearance/access approvals.

Physical Demands:

Physical demands include lifting, sitting, answering phones, typing, and moving files. The Government reserves the right to require contractor staff traveling overseas to undergo a physician's screening prior to departure.

Travel:

Some travel to high-risk areas may be required, with potential austere living conditions. Overseas travel to high-threat locations may involve extended travel time and exposure to hazardous conditions requiring personal protective equipment.
