Lead Intelligence Analyst

Overview:

The Lead Intelligence Analyst functions as a key member of the Counterintelligence and Counterterrorism Vetting (CCV) office, serving as a Senior Identity Intelligence Analyst and a primary trainer for the Diplomatic Security Identity Assurance System (DSIAS).

Key Responsibilities:
  • Conduct thorough analysis, research, and provide training and support for the vetting process of local national employees and applicants for Regional Security Offices at U.S. Embassies and Consulates globally.
  • Employ various databases, specialized tools, and advanced analytical techniques to assess individuals who may pose a risk to U.S. interests, identifying opportunities for threat mitigation through comprehensive analytical processes.
  • Analyze biometric and biographic data of individuals of interest using the Biometric Identity Intelligence Resource (BI2R) and other relevant databases to evaluate potential risks to U.S. personnel and facilities.
  • Independently research and review application information for potential threats, drafting analyses to inform Regional Security Officers and management.
  • Plan and execute in-depth all-source analysis utilizing both classified and unclassified intelligence sources.
  • Proactively identify additional areas of concern in open-source threat assessments.
  • Ensure timely addition of individuals posing potential threats to appropriate watch lists and facilitate information sharing with Regional Security Officers.
  • Develop and analyze data, drawing conclusions based on current and historical intelligence contexts.
  • Ensure compliance with relevant laws, regulations, and directives to meet organizational goals.
  • Utilize interdisciplinary approaches to refine and correlate data into clear security products.
  • Prepare complex, tailored identity analytic products that assess identity risks and vulnerabilities for various Department of State offices and partners.
  • Respond to inquiries from other offices regarding threat information, providing necessary analysis and assessments promptly.
  • Offer program analysis and advice on the vetting process and techniques, referring information to appropriate offices for further investigation.
  • Establish and maintain strategic relationships with internal and external stakeholders to adapt to evolving security needs.
  • Develop and sustain a network of relationships with senior officials across various sectors to enhance collaboration on intelligence matters.
  • Serve as an expert in effective vetting methods for local employees and applicants at U.S. diplomatic missions, advising management on counterintelligence and terrorism threat investigations.
  • Deliver oral briefings on findings to management and relevant offices.
  • Provide training on biometrics analysis and the DSIAS to various personnel and classes.
  • Participate in foreign travel to deploy DSIAS and provide training to local staff.
  • Perform temporary duty at any Regional Security Office worldwide to support identity intelligence analysis.
  • Utilize DSIAS for biometric enrollment of locally employed staff and applicants.
  • Ensure proper handling of classified and unclassified materials.
  • Other duties as assigned.

Education and Experience:
  • Eight (8) years of relevant experience in intelligence analysis or Counterintelligence, with a background in U.S. Government agencies.
  • At least two (2) years of experience in identity intelligence analysis.
  • A Bachelor's Degree in Political Science, International Affairs, Area Studies, or a related field is preferred.
  • Experience in the collection and analysis of foreign affairs and terrorism-related information.
Knowledge, Skills, and Abilities:
  • Proficiency in utilizing computer databases and intelligence systems for analytical support.
  • Ability to provide guidance and consultation on analytical interpretations.
  • Strong oral and written communication skills for analysis presentation and negotiation.
  • Effective interpersonal skills to liaise with various organizations and stakeholders.
  • Problem-solving abilities and capacity to prioritize complex tasks.
  • Capability to work independently and as part of a team, maintaining a mission-focused approach.

TOP SECRET Clearance with SCI Access Required

  • Must possess a current U.S. Government TOP SECRET Personnel Security Clearance and qualify for SCI access.

  • Must be a U.S. Citizen.
  • Must maintain required Security Clearance/access approvals.
Physical Demands:

The role may require lifting, sitting, phone communication, typing, and file management. The Government reserves the right to require health screenings for overseas travel.

Travel:

Overseas travel to high-threat locations may be necessary, involving extended travel and exposure to potentially dangerous conditions.
