Job Summary

Imagine One Technology & Management Ltd is seeking a highly skilled Foreign Disclosure Analyst/Management Specialist to support the PMA 299 program for H-60 Program and Financial Support Services. This role involves providing analysis to support disclosure decisions in support of FMS, International Cooperative Programs, and foreign national access to Information Technology systems.

Key Responsibilities:

  • Provides analysis to support disclosure decisions in support of FMS, International Cooperative Programs, and foreign national access to Information Technology systems.
  • Develops and implements disclosure and release ability decisions, providing recommendations for release.
  • Assists and provides FMS case analysis support for a Navy Major Defense Acquisition Program (MDAP) or cooperative program in accordance with the Arms Export Control Act (AECA), the SAMM and the International Traffic in Arms Regulations (ITAR) as well as applicable DoD Acquisition policy guidance.
  • Provides recommendations for release of information, technology, and capabilities to a Designated Disclosure Authority (DDA) IAW national, DoD and Navy Technology Transfer Security Assistance Review Board (TTSARB) policies.
  • Assists with updates or drafting of new documentation for Navy technology transfer policy.
  • Reviews program documentation prior to release to foreign Governments.
  • Develops documentation in accordance with U.S. Government technology transfer policy.
  • Provides analysis to support Government assistance to Industry for export license/technical assistance agreement development.
  • Monitors compliance with existing U.S. Government policy and regulations for current programs and develop required documentation for future phases of international programs.
  • Coordinates engineering review of data for release to foreign nationals.
  • Assists in resolving disclosure questions and issues.
  • Oversees tracking and ensures quality of data reviewed for release to foreign nationals.
  • Provides support for management of foreign national visits.
  • Develops, manages, and staffs Technology Assessment/Control Plans (TA/CPs).
  • Provides assistance and support in the management of Export Licenses Technical Assistance Agreements (TAAs) and Committee for Foreign Investment in the United States (CFIUS) cases.
  • Develops, participates in, and/or provides International Programs Security training and awareness.

Requirements:

  • 3 to 10 years of experience performing duties described in the position description.

Desired Knowledge, Skills and Experience:

  • A demonstrated working knowledge of National, DoD and DoN foreign disclosure documentation and policies, as well as process and procedures related to execution of foreign disclosure determination IAW referenced policies.

Educational Requirements:

  • A Bachelor of Arts or Bachelor of Science required.

Security Requirements:

  • U.S Citizenship is required.
  • An active Secret clearance is required.
