Job Title: Contract Specialist

Summary:

This is a challenging role that requires a strong understanding of contracting principles and practices. As a Contract Specialist, you will be responsible for planning and executing the overall approach to meet contracting program objectives.

Key Responsibilities:

  • Perform market research and analysis to determine the sources to be solicited
  • Determine the appropriate method of procurement and select the best contracting approaches, techniques, and procedures
  • Assist with the development of evaluation criteria to determine source selection
  • Procure services, commodities, and/or construction
  • Apply statutory requirements, including regulations, policies, procedures, business and industry practices, market trends, and public law
  • Conduct negotiations on price, technical requirements, terms, and conditions of the contract
  • Recommend award and prepare final contract
  • Execute post-award contract performance management actions
  • Monitor and evaluate contractor performance for compliance with terms and conditions of contracts

Requirements:

  • Must have at least one year of experience at the next lower level in the normal line of progression through federal service or equivalent experience in the private or public sector
  • Must have a strong understanding of contracting principles and practices
  • Must be able to apply statutory requirements, including regulations, policies, procedures, business and industry practices, market trends, and public law

Education:

Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees

Additional Information:

This is a developmental position, and the incumbent may be non-competitively promoted to the next higher grade upon completion of an Individual Development Plan (IDP), meeting time in grade requirements, and recommendation for promotion by supervisor.
