About the Role:

The Commonwealth of Kentucky is seeking a highly skilled Procurement Specialist to join our team. As a key member of our procurement team, you will be responsible for developing and managing Requests for Proposals (RFPs) in collaboration with stakeholders, working across departments and cabinets to ensure that the criteria used for awards is concise and defendable.

Responsibilities:

  • Develops, reviews, and manages RFPs in collaboration with stakeholders
  • Conducts thorough market research to identify potential vendors
  • Collaborates with program staff to analyze each program's needs and determine procurement implications and develop procurement strategy
  • Researches, reviews, interprets, and maintains advanced knowledge of federal and state laws, policies, procedures, and grant requirements
  • Enforces proper contract management and serves as a liaison between Executive Staff, agencies, departments, and vendors on procurement issues
  • Writes proficiently and provides regular status and ad hoc reports

Requirements:

  • Graduate of a college or university with a bachelor's degree
  • Five years of purchasing experience
  • Substitute education for experience: additional experience in purchasing, administrative, accounting, procurement, or a related field will substitute for the required education on a year-for-year basis

Preferred Knowledge/Skills/Abilities:

  • Works well in a flexible fast-paced environment
  • Ability to prioritize and work on multiple projects at a time to meet required deadlines
  • Attention to detail; being thorough and accurate in completing tasks
  • The ability to gather information, analyze data, and problem-solve
  • Strong oral and written communication skills, ability to give clear and concise information
  • Ability to work with others to achieve team success
  • Possess strategic thinking and decision-making abilities
  • Proficient in Word and Excel
  • Proven experience in procurement, preferably IT

Working Conditions:

Incumbents working in this job title perform duties in an office setting.

Probationary Period:

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
