Job Summary

We are seeking a highly skilled and experienced Human Resources Director to join our team at Heartland Community Health Clinic. The successful candidate will be responsible for managing human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.

Key Responsibilities
  • Develop and implement human resources policies and procedures to ensure compliance with federal and state laws and regulations.
  • Communicate changes in agency personnel policies and procedures to employees and ensure proper compliance is followed.
  • Prepare and recommend a salary scale for approval by the Board of Directors and align all benchmark information.
  • Review and make recommendations to executive management for improvement of the agency's policies, procedures, and practices on personnel matters.
  • Maintain responsibility for agency compliance with federal and state legislation pertaining to all personnel matters.
  • Consult with legal counsel as appropriate, or as directed by the CEO, on personnel matters.
  • Work directly with management to assist in carrying out their responsibilities on personnel matters.
  • Direct the processing of benefit claims and design educational programs on benefits programs.
  • Oversee the updating of job requirements and descriptions for all positions.
  • Maintain succession planning plans and update annually.
  • Oversee the recruitment, hiring, and orientation process.
  • Assist with the development of clinician retention tactics.
  • Coordinate or conduct exit interviews to determine reasons behind separations.
  • Ensure planning, monitoring, and appraisal of employee performance by training supervisors to coach and discipline employees.
  • Maintain historical human resources records in a filing and retrieval system.
  • Maintain professional and technical human resources knowledge.
  • Assist with HRSA site visits and Service Area Competition Grants.
  • Assist with Patient Centered Medical Home recertifications.
  • Participate in audits pertaining to 401K and finance.
  • Provide day-to-day leadership and management reflecting the adopted mission and core values of HHS.
  • Interview, hire, and supervise permanent and temporary employees.
  • Educate and train staff on quality improvement activities related to clinic organizational objectives, compliance, and individual job functions.
  • Ensure clinic compliance with all applicable federal, state, local, and HHS rules, regulations, protocols, and procedures.
Requirements
  • Bachelor's degree in human resources or related field required.
  • Five to seven years of experience in human resources required.
  • Ability to establish and maintain effective employee relationships.
  • Excellent interpersonal and written communication skills required.
  • Ability to remain objective and exercise good judgment.
  • Strong organizational skills.
  • Ability to travel to all locations and to meetings outside the service area; flexible hours required.
