Job Summary

This position is located in the Office of Postsecondary Education, Higher Education Programs (HEP), in Washington, DC. The HEP division is responsible for developing and administering grant programs and are intended to expand college access nationally, strengthen institutional capacity, and advance innovation in postsecondary education.

Key Responsibilities
  • Supervise the development of grant technical review operations; design and approve required program related forms; and review applications of external candidates and staff; responsible for planning, policy development, interpretation, reviewing applications, grants initiation, and the overall management of Federal grants.
  • Coordinate the work of the team to ensure that major functions are completed on schedule. Conduct oversight of the planning, implementing, and management of the awards process for new applicants and non-competing continuation grantees according to the Higher Education Act of 1965, as amended.
  • Supervise the day-to-day activities by ensuring technical adequacy and compliance with policy and regulations, conformity with program objectives and goals, address any competency gaps, and monitor the efficiency in completion of assigned tasks among staff.
  • Responsible for and/or participates in several highly visible projects that are crosscutting in nature and directly related to the Secretary's Strategic Plan. Such projects may include contributing to OPE's data collection and analysis initiatives to inform internal and external stakeholders of program accomplishments as well as to articulate strategies for grantee accountability.
  • Carry out functions under the administrative supervision of the Service Director and is responsible for the overall implementation of the grant programs and education reform. Incumbent participates in workshops for grantees and prospective grantees and is also responsible for the compilation of data and preparation of special reports as requested by the Service Area. Adjust work schedules of the team and balances the workload, as necessary, which may affect program operations.

Qualifications

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-15, if you possess the specialized experience identified below.

Specialized Experience for the GS-15

One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) following duties or work assignments:

  • Experience in directing or managing federal grant programs, such as overseeing the full life cycle of grant administration, planning, application processes, awarding grants, and post-award monitoring and oversight.
  • Experience in managing and leading a team responsible for the implementation of federal grant programs, with a focus on ensuring the efficiency, technical adequacy, and compliance of day-to-day operations.
  • Experience in effectively communicating and coordinating with a wide range of internal and external stakeholders, including federal leadership, grantees, and other interested parties.

1. Knowledge of education learning theories, higher education policy, and trends in intuitional behavior: as well as the role federal, state, and local governments play in institutional performance and accountability.

2. Skills to interact and/or influence office units, other programs/organizations, and staff elements of the Department in order to obtain optimal organization resources and results.

3. Ability to marshal and analyze higher education scholarship, research and policy briefs in order to progressively refine grant programs and effectively advise Department leaders.

4. Knowledge of educational program management operations sufficient to exert extraordinary influence on policies, priorities, and activities of the Department and other organizations with foresight to conceive and plan conferences on emerging issues and participates in panel discussions at the national level.

5. Ability to plan, organize and/or lead team efforts to gain acceptance and implement policy and program changes involving substantial impact on and commitment of agency resources, or extensive changes to existing procedures and methods.

Education Program Series 1720

Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

or

Combination of education and experience - at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

or

Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.
