Job Description

Job Summary:

The New York State Environmental Facilities Corporation is seeking a highly skilled and experienced Director of Public Finance to lead the Public Finance Unit. This is a critical role that requires a strong background in public finance, investment management, and debt portfolio management.

Key Responsibilities:

  • Provide leadership and direction to the Public Finance Unit, ensuring the effective management of municipal bond transactions, investments, and debt portfolio.
  • Identify market opportunities and develop transaction structures to maximize savings for New York State municipalities.
  • Monitor EFC's portfolio of outstanding debt, ensuring compliance with continuing disclosure requirements and maintaining communication with ratings services.
  • Lead a team in the development of financing structures to comply with NYS Local Finance Law, recipient enabling legislation, financing documents, and State Revolving Fund (SRF) restrictions.
  • Manage financing structures to increase the scale of capital deployment to support policy goals and maintain program liquidity.
  • Manage EFC cash flow and permitted investments to address liquidity needs, preserve capital, mitigate risk, and maximize returns.
  • Maintain relationships with underwriters, financial advisors, banks, government agencies, financing recipients, and other stakeholders.
  • Ensure adherence to finance policies and procedures to maintain internal controls and minimize risk.
  • Participate in the preparation of financial statements, Board materials, press releases, and internal management reports.
  • Supervise staff, including prioritizing and assigning work, conducting performance evaluations, training, and making hiring, termination, disciplinary, and promotional recommendations.

Qualifications:

  • 10 years of experience in a public or private sector organization with responsibilities managing the issuance of municipal bond transactions, including at least 5 years of experience in a management role.
  • Bachelor's degree in business or public administration, finance, economics, or a related field. MBA, MPA, or CFA preferred.
  • Strong background in public finance and experience working with transaction working groups, including investment bankers, financial advisors, Bond Counsel, Underwriter's Counsel, and other consultants.
  • Demonstrated managerial effectiveness with the ability to engage, motivate, and mentor staff of diverse backgrounds and experience, while inspiring inclusion, professionalism, confidence, and creating trust.
  • Experience in managing a short-term liquidity program.
  • Experience managing financing indentures for credit quality, refunding opportunities, issue frequency, and structuring.
  • Excellent written and verbal communication skills with the ability to communicate persuasively, concisely, and unambiguously with audiences of varied backgrounds.
  • Proficiency with financial applications and software, including DBC Municipal Finance Solutions products, and Microsoft suite, including proficiency in Excel.
  • Familiarity with State Revolving Funds preferred.
  • An equivalent combination of education and experience sufficient to perform the duties of the position may be considered, as determined by the Corporation.
