Position Overview:

The Retail Operations Supervisor (the "Supervisor") plays a crucial role in supporting the Manager by engaging with qualified patients and caregivers while overseeing the administration of approved medical cannabis products. The Supervisor is tasked with managing all operational aspects of the Dispensing Facility, which includes patient identification and registration, maintaining records, tracking products, and controlling inventory as directed by the Manager.

Key Responsibilities include:
  • The Supervisor ensures adherence to all regulations associated with the Compassionate Use of Medical Cannabis Pilot Program, directly supervising dispensary activities, including staff training and education in the absence of the Manager.
  • Provides leadership and management within the Dispensing Facility, including monitoring all sales transactions.
  • Manages patient-specific logs, oversees the receipt, storage, and auditing of inventory, and is responsible for ordering new supplies while maintaining accurate records using BioTrackTHC, the inventory tracking software.
  • As the accountable party at the Dispensing Facility, this position addresses all inventory discrepancies and resolves conflicts between patients and staff.
  • Responsible for developing the Dispensing Facility's privacy policies and procedures, ensuring the security and confidentiality of patient information, and overall compliance with HIPAA regulations.
  • Acts as a liaison among all staff, the dispensary management team, and the Manager, as well as between the Dispensing Facility and law enforcement, health officials, and the local community.
  • Directs and oversees department managers to achieve operational goals in line with established safety procedures.
  • Establishes methods to comply with the operating plan under the Compassionate Use of Medical Cannabis Pilot Program, maintaining records as required by public health law and ensuring quality assurance plans to detect and prevent dispensing errors.
  • Implements policies for the retesting of returned medical cannabis products, their storage and disposal, and compliance with reporting requirements for adverse events and product recalls.
  • Assists in implementing and maintaining security systems for tracking, record-keeping, and surveillance related to all products throughout their lifecycle.
  • Fosters a company culture that emphasizes quality, continuous improvement, teamwork, and high performance.
  • Implements HR policies and programs to support company initiatives and directs compliance efforts to minimize risk.
  • Ensures job descriptions for all positions are accurate and current.
  • Conducts investigations and responds to employee-related issues, coordinating with Senior Counsel to resolve grievances.
  • Analyzes data from exit interviews and makes recommendations for corrective actions and continuous improvement.
  • Creates organizational development and employee training programs.
  • Conducts performance reviews with department managers and monitors employee productivity and performance outcomes.
  • Collaborates with IT partners to implement HR-related software systems.
  • Recruits and retains high-quality staff across departments, managing talent acquisition and workforce planning.
  • Develops a quality assurance program linked to the performance review process.
  • Designs progressive compensation and benefits programs to motivate and reward effective performance.
  • Maintains a conducive work environment that enhances employee productivity.
  • Facilitates company-wide communication and manages organizational change.
  • Ensures employee safety, wellness, and health and welfare.
Minimum Qualifications (Skills, Knowledge & Abilities):
  • Applicants must be at least 21 years of age.
  • A bachelor's degree or 3 years of experience in a management administrative role with a focus on employee relations and talent management is required.
  • Experience must encompass comprehensive human resources activities, including operations and analysis.
  • A passion for managing all facets of retail operations, including staffing, compliance, inventory control, purchasing, and theft prevention is essential.
  • Demonstrated management and leadership capabilities in a rapidly growing environment are preferred.
  • Experience in operations management, including oversight and accountability for production.
  • Excellent consulting and conflict management skills are necessary.
  • Strong interpersonal and negotiation skills are required.
  • Solid business acumen, management reporting, and problem-solving abilities are essential.
  • Exceptional interpersonal skills, including listening, coaching, and training.
  • Strong leadership, project management, and time management skills are crucial.
  • Excellent written, verbal, and non-verbal communication skills are required.
  • Ability to cultivate strong relationships and experience working with senior executives.
  • Proficiency in preparing written reports, correspondence, and presentations for senior leadership as needed.
  • Ability to manage a diverse range of tasks, including resolving complaints and advising managers and employees on policies and procedures.
  • Ability to coach employees and management through complex and sensitive issues.
  • Ability to build and maintain positive relationships to gain support and achieve results.
  • Ability to exercise sound judgment and make decisions consistent with confident leadership.
