Overview

Under the guidance of the Risk Manager, this role supports the formulation and execution of the District's risk management strategies and methodologies, ensuring effective communication of these programs to operational units and conducting comprehensive data analysis.

Key Responsibilities

  • Contributes to the creation of strategic risk management initiatives; assesses and evaluates potential loss exposures; conducts research and provides recommendations related to risk management, insurance, safety, claims management, and loss prevention.
  • Assists in managing Property and Casualty insurance initiatives, including self-insured programs.
  • Evaluates various insurance and self-insurance options for financial risk mitigation.
  • Prepares timely annual underwriting submissions for risk financing and insurance programs, assists in negotiations, and maintains insurance coverage documentation.
  • Coordinates loss control inspections with insurance carriers at District facilities; reviews findings and aids in formulating responses to insurance providers.
  • Maintains current and historical data on exposure and insurance coverage.
  • Conducts reviews of contracts and manages the issuance and upkeep of insurance certificates.
  • Develops and maintains communication tools for senior management and operational staff, detailing risk management policies and programs; offers expertise in policy interpretation and updates risk management guidelines.
  • Analyzes claims data to identify trends and advises operational units; collaborates with safety personnel, Third Party Claims Administrators, and other vendors as necessary; supports the Return-To-Work program.
  • Provides assistance in planning and documenting the Emergency Response Program.
  • Contributes to the preparation of the annual budget for insurance and risk management.
  • Supervises and reviews the work of staff; ensures adherence to District policies and procedures; conducts performance evaluations and addresses employee concerns.

Work Environment

The position involves a blend of office and fieldwork. Office tasks are conducted in a standard office setting utilizing typical office equipment, while fieldwork occurs in a wastewater treatment facility, which may involve exposure to various mechanical equipment and environmental factors.

Required Knowledge, Skills, and Abilities

  • In-depth understanding of risk management principles and practices.
  • Familiarity with risk management information systems.
  • Proficiency in utilizing online claims data systems for analysis and reporting.
  • Ability to interpret complex insurance documents and contracts.
  • Capability to gather, monitor, and document risk management data effectively.
  • Skill in coordinating project teams and overseeing project activities.
  • Ability to plan and supervise the work of junior analysts and administrative personnel.
  • Effective communication skills, both verbal and written.

Minimum Qualifications

A bachelor's degree from an accredited institution in risk management, finance, accounting, business administration, public administration, or a related discipline, along with four years of relevant experience in risk management.

Substitution Policy

Additional experience in risk management may be considered in lieu of formal education on a year-for-year basis. Graduate studies in relevant fields may also substitute for technical experience on a year-for-year basis.
