Job Summary

We are seeking a highly skilled and experienced Security Cooperation Program Analyst to join our team at the Department of the Navy. As a key member of our organization, you will play a critical role in developing, planning, and implementing security cooperation programs and policies.

Key Responsibilities
  • Develop and implement security cooperation programs and policies in accordance with Department of Defense (DoD) and Department of the Navy (DoN) guidelines.
  • Provide management oversight and guidance to subordinates on assigned programs and tasks.
  • Establish division goals and objectives, develop resource estimates, and determine resource allocation for assigned programs.
  • Lead, guide, and mentor subordinates and managers in achieving organizational goals and objectives.
  • Analyze, coordinate, and recommend revisions to DoD, DoN, and Navy IPO initiatives and policies for assigned programs.
Requirements
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
Qualifications
  • At least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
  • Experience with U.S. (e.g., DoS, DoD and DoN) legislative, statutory, regulatory policy and directive guidance pertaining to Title 10 Security Cooperation programs and Title 22 Security Assistance programs including FMS, FMF, leases and Building Partner Capacity (BPC) programs.
  • Experience with the development, implementation and management of FMS case Letters of Offer and Acceptance (LOA).
  • Experience with details of program operations and the roles and responsibilities of DoN, DSCA, DFAS and other organizations that impact the orchestration of the FMS case lifecycle.
  • Experience with DoD and DoN Information Technology (IT) systems used to facilitate SA and FMS; inclusive of DSAMS, MISIL, SCIP (IW, CEPT, etc); ability to use and/or direct the use of SA and FMS IT systems to develop, execute, reconcile and close FMS cases.
