Job Title: Capital Program Supervisor

At Jobs - PTS Advance, we are seeking a highly skilled and experienced Capital Program Supervisor to oversee a diverse range of projects and assignments within the water and wastewater engineering and construction sectors.

Key Responsibilities:
  • Oversee all aspects of assigned capital projects, including asset management, capital planning, project and construction management, business development, and operational and maintenance issues.
  • Coordinate internal and external resources to complete assigned capital projects, balancing the needs of operations, customer service, engineering design, and water quality functions and schedules.
  • Develop detailed scopes of work and cost estimates for projects and provide technical information for project Requests for Proposals (RFPs).
  • Prioritize assigned capital projects within their area of responsibility.
  • Supervise, coach, and counsel assigned capital staff.
  • Manage multiple projects in various locations as assigned.
  • Prepare, monitor, and report on project schedules and budgets, implementing corrective actions when needed.
  • Monitor quality control and inspection activities on assigned projects and implement corrective actions when required.
  • Approve payment requests from vendors, consultants, and contractors.
  • Plan, direct, assign, review, and evaluate the work of any assigned staff.
  • Coordinate field changes with appropriate capital project and EDC staff as necessary.
  • Responsible for completing and updating project Risk Management reports throughout the project lifecycle and ensuring Field Inspectors are familiar with and monitoring compliance with these reports.
  • Prepare and present periodic progress reports on assigned capital projects to management.
  • Ensure legal, regulatory, and company requirements and specifications are met for assigned capital projects.
  • Represent or assist in representing the Company in public settings regarding projects.
  • Resolve issues with vendors and contractors related to the commencement, execution, and completion of construction projects, in coordination with the contract department.
  • Maintain a working knowledge of project management, construction management, planning, budgeting, and safe work practices.
  • Oversee, develop, and execute capital improvement master plans, including the annual Five-Year Capital Plan.
  • Identify, plan, submit, and market proposals for future capital upgrades.
  • Coordinate with DPW and other departments and agencies as necessary to process and secure approvals for capital construction projects.
  • Familiarity with meeting regulatory requests from utility oversight bodies, health departments, and various federal and state agencies.
  • Manage and administer contracts with third-party providers, including engineering and environmental consultants, land surveyors, construction contractors, material and equipment vendors, and materials testing and inspection firms.
  • Knowledgeable about local regulations, including fire department requirements, related to water supply and distribution and wastewater conveyance projects.
  • Analyze project budget and schedule data, identifying and implementing corrective actions.
  • Communicate clearly and concisely, both orally and in writing, and make effective professional presentations to a wide range of audiences, including government representatives, community groups, schools, businesses, and public commissions.
  • Write and create technical specifications and reports.
  • Successfully complete training curricula related to capital improvement programs to maintain and enhance professional competence.
  • Ensure that all assigned project construction complies with state and federal environmental regulations, that project sites adhere to OSHA standards and the ASUS Health and Safety Plan, and that risks are mitigated to prevent non-compliance.
  • Establish and maintain effective working relationships with subordinate staff, peers, professional associates, and the general public; supervise, train, and evaluate staff.
  • Supervise and oversee the work of assigned Capital Project Coordinators and Capital Project Inspectors.
  • Perform other duties as assigned.
Qualifications:
  • Bachelor's Degree in Engineering or Construction Management preferred.
  • Must possess or obtain a Project Management certification by the Project Management Institute within the first two years of employment.
  • 5 or more years of experience managing public works or public utility projects.
  • 2 years of supervisory/leadership experience.
  • Experience working with Primavera and MS Project preferred.
  • Must possess and maintain a valid Driver's License within the state employed.
