About the Role

The Capital Assets Manager is a key position in the Controller's Office, responsible for the day-to-day management of all Capital Assets, physical inventory, asset reporting, depreciation, and research and analysis of assets and capital projects. This role requires a strong understanding of accounting principles, capital financing, debt management, tax, banking, budgeting, financial management, or investment.

Key Responsibilities
  • Manage the Capital Owned and Leased Assets within General Accounting in the Controller's Office to include reconciliation of accounting transactions, preparation of daily, monthly and annual reports, and recording of monthly depreciation.
  • Perform the month-end asset management close processes within the Asset Management System.
  • Manage and review all changes to the Asset Management System and ensure all disposals, transfers and additions are recorded properly, timely and accurately.
  • Develop coordination with Department Physical Inventory Users to ensure all assets are tagged and documentation is received.
  • Ensure asset tag numbers are recorded in the system monthly.
  • Manage the Capital Assets Physical Inventory System and lead efforts to develop a new PeopleSoft Inventory System to streamline processes and procedures.
  • Prepare and maintain an annual capital assets physical inventory, including leased assets, as well as a quarterly internal audit of inventoried equipment to ensure the accuracy of the Asset Management System and the asset owners across the System.
  • Assist with the Construction in Process (CIP) functions and serve as backup for all CIP processes within the Asset Management System ensuring monthly processes are completed timely and accurately during fiscal month-end close.
  • Thoroughly review all new lease contracts and agreements, entering qualified leases into Asset Management. Develop procedures in coordination with other departments and within the Controller's Office for all leases to ensure that all are captured for GASB reporting standards.
  • Manage and Lead efforts for GASB 87 and GASB 96 implementation to include developing processes and procedures to ensure compliance with the new standards. Team lead for the implementation and the management of the leases post implementation. Ensure all reporting and reconciliations are completed timely and accurately.
Requirements
  • Requires a bachelor's degree and 4 or more years of experience, which may be substituted by an equivalent combination of certification, training, education, and/or experience.
  • Licensed CPA preferred.
