About the Position

Job Title: Community Compliance Supervisor

Overview

Under the general supervision of the Neighborhood Partnership Manager, the Community Compliance Supervisor is responsible for planning, coordinating, and executing the Community Preservation Program, the Residential Rental Inspection Program, and various components of the Affordable Housing Program. This role involves overseeing staff tasked with enforcing local and state regulations related to zoning, land use, building codes, health and safety, and other public nuisance violations on private properties.

Key Responsibilities

The essential duties of this position include, but are not limited to:

1. Assisting in the establishment and implementation of departmental objectives and strategies.
2. Organizing and supervising the work of staff engaged in the enforcement of applicable codes and ordinances.
3. Evaluating operational effectiveness and recommending enhancements to improve compliance tracking and case management.
4. Participating in budget planning and management, including monitoring expenditures.
5. Engaging in the recruitment and training of staff, conducting performance evaluations, and addressing performance issues.
6. Conducting complex field inspections to ensure compliance with property maintenance and land use regulations.
7. Serving as a liaison between the City and external organizations, preparing reports, and presenting findings at various meetings.

Qualifications

Knowledge and Skills:

  • Understanding of city initiatives and council priorities.
  • Familiarity with administrative processes including planning and personnel management.
  • Expertise in code enforcement principles and community preservation practices.
  • Ability to supervise, train, and evaluate staff effectively.
  • Knowledge of relevant local, state, and federal laws and codes.
Abilities:
  • Ability to organize and direct community compliance operations.
  • Skill in evaluating new legislation impacting programs.
  • Effective communication skills, both verbal and written.
  • Capability to work independently and resolve complex issues.
  • Ability to build positive relationships with diverse community members.

Minimum Qualifications

Experience in community preservation or code enforcement, including supervisory experience, is essential. A high school diploma supplemented by specialized coursework in a related field is required. A Bachelor’s degree in public administration or a related discipline is preferred.

Special Requirements

This position requires the ability to perform physical inspections and manage sensitive issues with professionalism and discretion.
