Position Overview:

Role Summary

The City of Roanoke is in search of a dedicated Financial Records Specialist responsible for the meticulous management of financial documentation, particularly in the realms of financial reporting, contractual obligations, and accounts receivable. The incumbent will engage in various tasks including the compilation and examination of financial data necessary for the creation of intricate financial statements; executing journal entries, financial reports, and verifying the accuracy of financial information; as well as conducting reconciliations and drafting written analyses of account discrepancies and budget variances.

The ideal candidate will be adept at assembling statistical and accounting data upon request, providing assistance to independent auditors as needed, and supporting other departments with financial inquiries. Furthermore, they will be tasked with preparing budgetary or financial reports as required, overseeing and assisting in the operational aspects of municipal business areas, and implementing systematic collection efforts for overdue accounts.

A Bachelor's degree from an accredited institution in accounting or a related discipline is essential, alongside three to five years of relevant experience and/or training in accounting, preferably within the public sector. A Certified Public Accountant designation is highly desirable.

Key Responsibilities

PRIMARY DUTIES AND RESPONSIBILITIES include but are not limited to the following:

  • Executing assigned accounting functions in compliance with GAAP and relevant Federal and State regulations.
  • Compiling and analyzing financial data for the preparation of complex financial reports.
  • Maintaining specialized databases and recommending enhancements to departmental information management systems.
  • Preparing journal entries, financial statements, and verifying financial data for accuracy.
  • Assisting independent auditors and providing financial information to other departments as needed.
  • Conducting reconciliations and preparing analyses of account fluctuations and budget variances.
  • Preparing financial and budgetary reports as necessary.
  • Providing oversight and assistance in the operations of municipal business areas.
  • Implementing systematic collection actions for overdue accounts.

Qualifications

EDUCATION AND EXPERIENCE
A Bachelor's degree in accounting or a related field from an accredited institution; three to five years of relevant experience in accounting, preferably in the public sector; or an equivalent combination of education and experience. A Certified Public Accountant designation is preferred.

LANGUAGE AND MATHEMATICAL SKILLS
Proficiency in reading, analyzing, and interpreting financial reports and governmental regulations. Ability to respond effectively to inquiries and communicate clearly with management and colleagues.

REASONING ABILITY
Capable of solving practical problems and addressing a variety of concrete variables in situations with limited standardization.

WORK ENVIRONMENT
