Key Responsibilities
  • Manage the daily administration of the Human Resources Department, including recruitment, employee relations, benefits administration, and training.
  • Identify and implement internal policies, organizational structures, work processes, and management practices to improve the use of human resources throughout the organization.
  • Participate in organizational strategic planning, representing HR needs, contributions, and perspectives.
  • Serve as Drug and Alcohol Program Manager/Designated Employer Representative, ensuring compliance with applicable regulations.
  • Prepare for and participate in regulatory agency audits.
  • Oversee NCTD compliance with conflict of interest, ethics requirements, and state-required training for supervisors and managers.
  • Develop, review, revise, and implement HR policy/procedure to ensure compliance with applicable legal guidelines and alignment with District culture and mission.
  • Support labor relations matters between the District and labor unions, including providing support and assistance to supervisors on labor relations issues.
  • Oversee employee relations efforts, recommending programs and practices that enhance the connection between the District and its employees.
  • Oversee performance management programs and systems, recommending improvements and enhancements to ensure alignment with District mission and operational needs.
  • Support the implementation of District training programs through collaboration with the Training & Organizational Development Department.
  • Coaches supervisors on personnel matters, brainstorming multiple outcomes and guiding supervisors to implement corrective measures in early stages to achieve positive resolution.
  • Support the process for all involuntary separations, including development of appropriate separation agreements for sensitive terminations in conjunction with CFO, General Counsel, and Executive Director.
  • Oversee the management and administration of all employee benefit programs.
  • Participate in the preparation of Department annual budget and multi-year projections, monitoring expenses and recommending adjustments to achieve annual results within goals.
  • Hires, trains, supervises, reviews, disciplines, and terminates subordinate staff as needed and in accordance with District policy.
Requirements
  • Bachelor's Degree in human resources, business administration, industrial psychology, organizational behavior, or related field required.
  • Minimum ten (10) years human resources experience, including experience in a unionized environment.
  • Minimum five (5) years of management and supervisory experience.
  • Previous public sector and/or transit experience desirable.
  • Certification by the Human Resources Certification Institute preferred.
  • Possession of and the ability to maintain a California driver's license, Class C, with less than 6 points in the preceding 36 month period and no DUIs for the preceding 7 year period.

Ability to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way.

Ability to walk, climb, balance, bend, carry, push, reach, sit, and stand.
