The Senior Commodity Juris Analyst is tasked with evaluating legal and regulatory dimensions associated with commodities trading. This role involves scrutinizing contracts, ensuring adherence to applicable laws and regulations, and offering legal counsel and support to the organization. This position is fully on-site.
Compensation & Benefits:
Estimated Starting Salary Range for Senior Commodity Juris Analyst: $139,000 to $139,497.53 annually.
Compensation is commensurate with experience.
Full-time benefits encompass Medical, Dental, Vision, 401K, and additional potential benefits as offered. Benefits are subject to modification with or without prior notice.
Key Responsibilities of the Senior Commodity Juris Analyst:
- Secures USG supervisory clearance and/or approval related to position work requirements and/or deliverables, adhering to all State Department and Procurement Information Bulletins (PIB) relevant to third-party contractor services.
- Engages in tasks where guidelines are limited or not readily available, applying administrative policies and precedents that are generally stated.
- Exhibits initiative and creativity in departing from conventional methods or researching trends and patterns to formulate new techniques, criteria, or propose new policies.
- Handles diverse responsibilities necessitating various unrelated processes and methods applied to a wide array of activities or significant depth of analysis.
- Determines the approach, methodology, or interpretation and evaluation processes to be employed due to ongoing program changes, technological advancements, unknown factors, or conflicting requirements.
- Innovates new techniques, establishes criteria, or generates new information.
- Establishes criteria; formulates projects; evaluates program effectiveness; or investigates or analyzes a variety of unusual conditions, challenges, or inquiries.
- Delivers products or services impacting a broad spectrum of agency activities, major initiatives, or the operations of other agencies.
- Collaborates with individuals or groups to achieve desired outcomes, such as ensuring compliance with established policies and regulations through persuasion or negotiation, or gathering information by building rapport with cautious informants.
- Articulates State Department positions related to regulatory frameworks and jurisdictional matters to both domestic and international industry experts, subject matter experts, and governmental entities to audiences of at least 150.
- Participates in drafting, reviewing, and editing Notices of Inquiry, Proposed, and Final Rules in partnership with the Regulatory and Multilateral Affairs division.
- Assesses capabilities of innovative and existing technologies for potential inclusion in the United States Munitions List.
- Identifies improvement opportunities in the ITAR, the Commodity Jurisdiction Determination Form (DS-4076), and USXPORTS; prepares solutions for management review and incorporates solutions into the department website via the FAQ section.
- Maintains processes and conducts analyses for Regulatory Review Letters.
- Reviews and drafts correspondence that addresses inquiries regarding the jurisdiction of commodities.
- Conducts Emerging Technology analyses and develops written products for management, DDTC CFIUS, and L/PM review, as necessary.
- Performs other job-related duties as assigned.
- Bachelor's Degree (or higher) in an engineering or scientific discipline.
- Active Secret clearance.
- Exceptional written and verbal communication skills, along with strong presentation abilities.
- Outstanding organizational skills, including the capacity to manage multiple projects within established timelines.
- Ability to synthesize information and formulate recommendations for management based on thorough analysis.
- Capability to work independently with sound judgment.
- Ability to interact with a diverse range of individuals in a professional and courteous manner.
- Proficient in Microsoft Office Suite and adept at operating all office equipment, including but not limited to telephones, copy machines, fax machines, scanners, printers, and computers.
- May require travel CONUS and OCONUS.
- Must meet pre-employment qualifications of Cherokee Federal.
