Position Overview:


The Senior Clinical Leader for Value-Based Care Innovations is a pivotal role aimed at harnessing and standardizing clinical knowledge and capabilities within the Kaiser Permanente (KP) organization to enhance the Value-Based Platform (VBP). This position collaborates closely with the Risant Health VBP Leader to drive initiatives that improve patient care and operational efficiency.

This role entails engaging clinical leaders from the Permanente Medical Groups, Risant Health, and essential network partners to formulate clinical guidelines that align with KP's value-based care objectives, utilizing evidence to refine and advance clinical methodologies.

The Senior Clinical Leader will guarantee that clinical guidelines are readily available to stakeholders throughout the organization.

In partnership with the VBP Leader of Risant Health, this role is accountable for the successful implementation and growth of the VBP across Risant and the wider KP organization.

Working alongside other KP leaders, such as the Foundation Chief Clinical Officer, the Senior Clinical Leader will position Kaiser Permanente as a frontrunner in delivering value-based services in both current and emerging markets.

The Senior Clinical Leader reports directly to the CEO of the KP Medical Foundation.

Key Responsibilities:
The Senior Clinical Leader will oversee the following areas:

1. **Building Clinical Expertise**


- Convene the Clinical Advisory Council, comprising clinical leaders from the Permanente Medical Groups, Risant Health entities, and network partners, to gather, assess, and agree on evidence-based best practices.


- Spearhead the standardization and dissemination of KP's clinical expertise by compiling best practices from across the organization, implementing a rigorous process to evaluate, harmonize, and document these guidelines, and distributing them through relevant organizational processes and technologies, including the Value-Based Platform.


- Define, establish, and lead teams of Medical Directors, Clinical Product Managers, and Clinical Informaticists, collaborating with other clinical teams to enhance KP's care model.

2. **Integrating Clinical Expertise into Solutions**


- Lead the translation of KP's clinical expertise into the operational practices of the broader KP organization to advance the delivery of KP's unique value-based care model, including through the VBP.


- Act as the clinician's advocate in the design of Value-Based Platform solutions, providing clinical insights to ensure that solutions are effective, relevant, and easily adoptable.


- Review performance dashboards and reports related to clinician performance, population health, provider analytics, quality, safety, cost, utilization, and key operational metrics to inform the development of the VBP.


- Collaborate with the Foundation Chief Clinical Officer to enhance data integration and the application of analytics from the VBP into clinical workflows, aiming to deliver exceptional healthcare value, including improved quality outcomes and reduced cost trends.


- Partner with other data management initiatives to ensure that data insights, predictive analytics, machine learning, and AI are seamlessly integrated with the VBP to maximize healthcare value.

3. **Driving Clinical Innovation and Improvement**


- Ensure that solutions promote significant improvements in quality, equity, and affordability (total cost of care); uphold clinical excellence across the healthcare solutions portfolio.


- Identify opportunities for clinical innovation and enhancement within the Value-Based Platform, ensuring that solutions remain at the forefront of the industry.


- Lead initiatives aimed at enhancing the quality and outcomes of care that surpass patient expectations and demonstrate nationally leading performance.


- Design and implement programs and strategies to achieve enterprise and market quality metrics, including KPIs and quality incentive metrics.


- Utilize and implement innovative technologies, such as Generative AI, to continuously optimize clinical pathways.

Qualifications:
**Experience**

- A minimum of ten (10) years of clinical leadership experience within a healthcare organization.


- At least five (5) years of experience leading the design and launch of projects or teams at the intersection of healthcare and technology, including experience with data, interoperability, clinical intelligence, and leading AI/ML approaches.

**Education**

- Bachelor's degree or four (4) years of experience in Business, Health Administration, or a related field.
- High School Diploma or General Education Development (GED) required.
- MD or related degree and board certification in a relevant specialty.

**Licensure/Certification**

- Physician License (from any state) OR Doctor of Osteopathy License (from any state).

Additional Requirements:


- Ability to leverage business and functional expertise, knowledge of the healthcare industry, and focus on the organization's mission to meet the needs of patients, members, customers, and communities by developing strategies that respond to a dynamic environment.


- Ability to represent clinician perspectives in solution design, considering clinician needs and the simplicity of use as the VBP is developed and optimized.


- Resilience and adaptability to lead others through complex changes involving people, processes, and technology in a dynamic environment.


- Willingness to travel regularly for the next 1-2 years to various locations as required.


- Previous experience within Permanente Medical Groups is strongly preferred, along with the ability to build a robust network within KP and Risant Health clinical communities.


- Experience in multi-payer, multi-provider ecosystems, with the ability to design processes for pluralistic ecosystems and craft strategies for adoption with affiliated health systems and contracted network providers.


- Strong understanding of KP's unique value-based care model and its connection to affordability.


- Knowledge of current and future AI/ML capabilities, with the ability to utilize this knowledge to enhance care delivery and outcomes.


- Proven ability to collaborate effectively across multidisciplinary teams and build strong relationships with key stakeholders.


- Relevant transformation experience with a track record of managing significant change, including guiding physicians through new workflows and promoting the value proposition of value-based care.


- Ability to engage and influence key internal and external stakeholders to gather input, understand diverse perspectives, and effectively integrate various viewpoints.


- Deep knowledge of the US healthcare landscape, particularly in relation to multi-provider, multi-payer ecosystems and value-based care.



Preferred Qualifications:
- Experience in clinical leadership within a healthcare organization, preferably in a health system or hospital setting.
- Additional MBA, MHA, or MPH degree.
