Position Overview:

Under supervision and guidance, peer counselors will deliver education on substance use disorders (SUD) by sharing their personal experiences, addressing inquiries, and facilitating discussions. They will collaborate with various clinical staff, including prescribers, nurses, social workers, counselors, and fellow peers within emergency departments, inpatient, outpatient, and specialized environments. This role involves close cooperation with clinic personnel and Central Office SUD education teams. Peer counselors empower individuals to advocate for themselves, address challenges, and plan for their futures by serving as role models.

Key Responsibilities:

  • Assist social workers and addiction counselor educators with educational initiatives, which may include creating educational materials, delivering presentations (with support), role-playing, and simulations.
  • Lead or co-facilitate groups aimed at reducing stigma and enhancing staff understanding of addiction as experienced by individuals and its interaction with the healthcare system.
  • Educate peers (with support) on the evidence and significance of gold standard care for patients.
  • Utilize personal experiences as a recipient of behavioral health services (including co-occurring/substance use backgrounds) to model recovery and inspire hope in others.
  • Provide training on Narcan and opioid overdose education.
  • Participate in interdisciplinary treatment and human services teams.
  • Assist in developing clear and person-centered educational materials.
  • Act as a liaison with community and governmental organizations.
  • Facilitate the creation of peer support networks and natural and social support systems.
  • Maintain accurate, complete, and appropriate documentation in consumer records, prepare necessary forms, and utilize computer systems as required. Document in Electronic Health Records (EHR) and write progress notes for review.
  • Perform additional duties as needed.

Minimum Qualifications:

For Assignments in Comprehensive Emergency Psychiatric Programs (CPEPs):

1. Certification, which must be maintained throughout the assignment, as a

a. Peer Specialist (NYCPS) or Peer Specialist-Provisional (NYCPS-P) issued by the New York Peer Specialist Certification Board (NYPSCB); or

b. Recovery Peer Advocate (CRPA) or Recovery Peer Advocate-Provisional (CRPA-P) issued by the New York Certification Board (ASAP-NYCB); or

c. Credentialed Family Peer Advocate (FPA-C), Credentialed Family Peer Advocate Provisional (FPA-P), Credentialed Youth Peer Advocate (YPA-C), or Credentialed Youth Peer Advocate Provisional (YPA-P) issued by Families Together in New York State; and

2. Documented completion of a formalized Peer Advocate/Counselor/Specialist Training Program or one (1) year of full-time satisfactory experience working with consumers of CPEP services as a peer counselor/specialist, peer advocate, or in related human services.

For Substance Use Assignments:

1. Certification, which must be maintained throughout the assignment, as a Recovery Peer Advocate (CRPA) or Recovery Peer Advocate-Provisional (CRPA-P) issued by the New York Certification Board (ASAP-NYCB); and

2. Documented completion of a formalized Peer Advocate/Counselor/Specialist Training Program or one (1) year of full-time satisfactory experience working with consumers of substance use disorder services as a peer counselor/specialist, peer advocate, or in related human services.

For All Other Mental Health Assignments:

3. Certification, which must be maintained throughout the assignment, as a Peer Specialist (NYCPS) or Peer Specialist-Provisional (NYCPS-P) issued by the New York Peer Specialist Certification Board (NYPSCB); and

4. Documented completion of a formalized Peer Advocate/Counselor/Specialist Training Program or one (1) year of full-time satisfactory experience working with consumers of mental health services as a peer counselor/specialist, peer advocate, or in related human services.

For All Other Assignments (Including Breastfeeding Education Assignments):

1. Documented completion of a formalized Peer Advocate/Counselor/Specialist Training Program or one (1) year of full-time satisfactory experience working with consumers of peer services as a peer counselor/specialist, peer advocate, or in related human services; and

2. A high school diploma or its educational equivalent.

Assignment Level II:

In addition to meeting the qualification requirements of Peer Counselor Level I, assignment to Level II requires:

1. One (1) additional year of experience, as described in Assignment Level I above.

Assignment Level III:

In addition to meeting the qualification requirements of Peer Counselor Level I, assignment to Level III requires:

1. Two (2) additional years of experience, as described in Assignment Level I above.
