Description

Position Overview:
The Department of Public Works and Utilities is dedicated to the development, construction, operation, and maintenance of essential infrastructure. This department plays a crucial role in providing engineering and transportation support to various city departments while ensuring exceptional service to the community. This role is adaptable and may be filled at either the Assistant or Associate Civil Engineer level based on the candidate's experience and professional engineering certification.

Ideal Candidate:
The preferred candidate for the Utilities role will be a cooperative journey-level engineer with a passion for tackling complex projects, showcasing experience in planning, design, and management of public works initiatives, particularly in utilities. The Utilities Division is responsible for the operation and upkeep of the city's water storage and distribution systems, wastewater collection systems, treatment facilities, and recycled water systems. Typical projects may include annual sewer and water line replacements, significant upgrades to wastewater treatment facilities, and master planning for the expansion of the recycled water system.

The ideal candidate for the Engineering and Development Services role will be a collaborative journey-level engineer with a strong background in design and construction management. This division manages a variety of public works projects, including road and sidewalk enhancements and the design and construction of public facilities. Successful candidates will have the opportunity to oversee projects from design through to completion.

Position Definitions:
Assistant Civil Engineer: Under general supervision, performs professional engineering tasks related to the design, plan review, construction, and maintenance of private development and public works projects.

Associate Civil Engineer: Under general supervision, engages in advanced professional engineering work involving the design, plan review, construction, and maintenance of private development and public works projects.

Key Responsibilities:
Assistant Civil Engineer:
1. Prepares and reviews engineering plans, cost estimates, designs, and specifications for various public works projects.
2. Conducts calculations and computations associated with design tasks.
3. Develops estimates for project quantities, initial costs, and long-term maintenance expenses.
4. Reviews construction plans for compliance with structural integrity and code requirements.
5. Collaborates with contractors, engineers, and property owners.
6. Addresses inquiries and investigates complaints, providing information to the public.
7. Participates in project meetings and engineering conferences.
8. Interprets local, state, and federal regulations related to projects.

Associate Civil Engineer:
1. Undertakes complex engineering tasks such as designing large public works projects and reviewing private land development plans.
2. Supervises and evaluates the work of professional and technical staff.
3. Acts as project manager for both city and consultant-designed projects.
4. Serves as a resident engineer on significant public works construction projects.
5. Prepares plans, specifications, and preliminary cost estimates for various public works initiatives.

Qualifications:
Assistant Civil Engineer:
Experience: Two years in engineering related to public works design and construction.
Education: Bachelor's degree in Civil Engineering or a related field.
License: Engineer-in-Training (E.I.T) Certificate and a valid California Driver's License.

Associate Civil Engineer:
Experience: Three years in engineering related to public works design and construction, with one year post-licensure.
Education: Bachelor's degree in Civil Engineering or a related field.
License: Professional Engineer registration in California and a valid California Driver's License.
