Job Overview

Idaho National Laboratory is seeking a Power Systems Operations Manager to join our Facilities and Site Services division. This role operates on a 4x10 schedule, allowing for every Friday off. The successful candidate will exhibit a strong understanding of power grid operations, providing guidance, technical assistance, and coordination for teams involved in planning, scheduling, outage management, dispatching, and executing tasks on the INL 138kV power transmission and distribution network. You will report directly to the Power Maintenance department manager.

Key Responsibilities:
  • Assess intricate operational challenges, consider various solutions, draw informed conclusions, and propose actionable recommendations while ensuring safety and minimizing downtime.
  • Establish benchmarks for exceptional customer service when collaborating with both internal and external stakeholders.
  • Collaborate with the Power Management Department Manager to analyze the overall impact on the laboratory and devise solutions to operational protocols in response to evolving laboratory objectives, DOE directives, and customer needs.
  • Engage in performance management within the department, fostering career development opportunities for team members.
  • Implement strict safety protocols to prohibit work near energized electrical power distribution equipment unless absolutely necessary, ensuring risks associated with hazardous tasks are mitigated through established controls.
  • Ensure the Power Management Group is actively involved in Employee Safety Teams.
  • Serve as a qualified Power Management Duty Manager on a rotational basis, providing a 24/7 point of contact for the power Dispatcher during standard operations and supporting the INL Emergency Response Organization during operational emergencies.
  • Oversee the development and management of budgets, schedules, and performance metrics for the unit.
  • Work collaboratively with subordinate supervisors and peer groups across functions.
  • Formulate a strategic vision for the next 5 to 20 years, including load forecasting for INL's power grid system.
  • Mentor engineers, planners, and operators to enhance their professional growth.
  • Supervise the operation of the 138kV transmission and distribution system to guarantee reliable power delivery.
  • Ensure accurate allocation of the monthly power bill among users through effective metering operations.
  • Maintain regular communication with the power utility regarding changes in power rates.
  • Update operations policies and procedures regularly and provide ongoing training to personnel.
  • Collaborate with the department manager to manage the department budget and plan for future growth.
  • Coordinate outages and maintenance activities with power utility companies.
  • Provide oversight and management for projects executed by Power Management engineering and craft personnel to meet budgetary and scheduling objectives.
  • Comply with INL, State, and Federal policies and standards, including cybersecurity, OSHA, FERC/NERC, NESC, and NEC.
  • Ensure accuracy and regular updates of Power Management system drawings.
  • Maintain up-to-date Arc Flash calculations for the INL Transmission and Distribution systems based on industry standards.
  • Coordinate the integration and operation of power generation, including connections to distributed energy resources.
Qualifications:Minimum Requirements:
  • Bachelor's degree in Electrical Engineering, Facilities Engineering, or a related field, along with 9 years of relevant experience, or an advanced degree with 6 years of progressive managerial and technical experience in power system operations, engineering, and planning.
  • Must be able to obtain and maintain a Department of Energy "Q" clearance, requiring U.S. Citizenship.
  • Willingness to participate in a rotational 24/7 Power Management Duty Manager assignment.
Preferred Qualifications:
  • Professional Engineer License or advanced degree.
  • Experience in Public Utility Operations and Engineering.
  • Background in high voltage transmission and distribution operations, maintenance, or design.
Compensation and Benefits:
  • The target pay range for this position is $100,540 - $155,973 annually, with a full pay range of $89,652 - $215,160.
