Job Title: Texas Health Steps Specialist

The Texas Department of Aging & Disability Services is seeking a highly skilled and experienced professional to fill the position of Texas Health Steps Specialist. This role is a critical part of our team, responsible for providing advanced consultative services and technical assistance work for Medicaid programs and services, including Texas Health Steps initiatives and special projects.


Key Responsibilities:
  • Collaborate with the DSHS Provider Relations (PR) Liaison to facilitate project and meeting coordination in the administration of the Medicaid Texas Health Steps medical and dental programs, and case management programs.
  • Function as project manager for inter-agency workgroup meetings, coordinating tasks and assignments, and collaborating with other areas of HHSC and DSHS, as needed.
  • Perform advanced consultative services and technical assistance work focusing on impact to the THSteps program and on compliance with THSteps administrative policy, the Frew et al vs. Young et al Consent Decree, court-ordered CAPs and applicable laws and rules.
  • Serve as lead for regional non-clinical inquiries and requests, completing research and developing responses, ensuring consistent and timely communication with the regions.
  • Coordinate efforts, as necessary, with co-workers, other agency staff and contractors to ensure compliance with CAOs and other Frew, et al vs Young et al-related activities.
  • Serve as lead on development, updates, and maintenance of information on the Texas Health Steps website.

Requirements:
  • Knowledge of state government agency policies and practices.
  • Knowledge of health and human services agencies and programs.
  • Knowledge of contract management best practices and processes.
  • Knowledge of information technology systems and functions.
  • Skill in communicating clearly, accurately, concisely, and effectively orally and in writing.
  • Skill in establishing and maintaining effective working relationships with managers, co-workers, and other agency or organizational personnel and the public.
  • Skill in use of computers and software programs, including Microsoft Office Suite and database systems.
  • Skill in program planning, evaluation, and implementation.
  • Ability to plan and coordinate assignments and activities between programs, agencies and other organizations.
  • Ability to work and navigate communications with multiple stakeholders on sensitive or controversial issues.
  • Ability to work independently and prioritize workload assignments to meet established deadlines.
  • Ability to research technical materials, analyze program data and technical materials, and synthesize the information for presentations, recommendations, and reports.
  • Ability to write and implement policies, standards, and procedures on health care topics or in a governmental organization.
  • Ability to demonstrate initiative to take on new projects and think creatively.
  • Ability to exercise judgment in evaluating situations and making decisions.
