Cybersecurity Leader for Finance Executive Agencies

Job Overview:
The Commonwealth of Virginia seeks a seasoned Cybersecurity Leader to head its information security program for Finance Executive Agencies. This role demands a deep understanding of IT risk management and experience in leading cross-functional teams.
Key Responsibilities:
- Strategic Leadership: Develop, implement, and monitor a comprehensive enterprise information security and IT risk management program.
- Team Management: Provide leadership to the enterprise's information security organization, fostering a culture of collaboration and excellence.
- Risk Management: Partner with business stakeholders to raise awareness of risk management concerns, ensuring alignment with Commonwealth policies and standards.
- Incident Response: Respond to incidents, establishing appropriate standards and controls to minimize information and IT security risks.
- Policy Development: Direct the establishment and implementation of policies and procedures in alignment with Commonwealth policies and standards.
- Cybersecurity Governance: Chair the Finance Cyber Executive Oversight Committee, overseeing execution and ensuring new initiatives are executed effectively.
- Project Management: Approve master project plans, execution plans, change management strategy, and operations, including security program solutioning and budget estimation, relative to Finance Agencies.
- Stakeholder Engagement: Maintain effective communication with VITA, Agencies, and stakeholders on assigned tasks, risks, and mitigation plans.
Requirements:
To be considered for this position, applicants must possess extensive IT and business industry work experience, with leadership experience in managing multiple, large, cross-functional teams or projects, and influencing senior-level management and key stakeholders.
Professional security management certification, such as a Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), or other similar credentials, is required.
Experience working with and applying NIST-based security standards, including NIST 800.53, and good working knowledge of current IT risks and experience implementing security solutions are essential.
The ideal candidate will have excellent written and verbal communication skills, interpersonal and collaborative skills, and the ability to communicate security and risk-related concepts to technical and non-technical audiences.
This position offers an estimated salary range of $120,000 - $180,000 annually, commensurate with experience.
