This is a permanent transfer position for candidates who meet the minimum qualifications. The Investigative Specialist 1 (Narcotics) will investigate complaints involving the diversion and illicit trafficking of controlled substances, according to the rules and protocols established by the Department of Health and the Bureau of Narcotic Enforcement (BNE).
Key Responsibilities- Initiate, develop, and complete investigations culminating in civil and criminal referrals in a timely and professional manner.
- Analyze and use data reported to BNE to produce written reports, identifying applicable charges of violations of Article 33 of the Public Health Law and the Penal Law.
- Work closely with the Division of Legal Affairs and local, state, and federal law enforcement officials in the course of duties.
- Conduct routine inspections of facilities regulated by BNE.
- Carry a weapon and be prepared to effectuate arrests.
- Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as an Investigative Specialist 1 (Narcotics) SG18 OR NYS employee with one year of permanent or contingent-permanent, competitive, service in a position SG16 or higher and eligible to transfer under Section 70.1 of NYS Civil Service Law.
- Six years of experience in a field investigative position conducting interviews of witnesses and others, taking written statements and affidavits, collecting and analyzing physical and documentary evidence, and preparing detailed written reports of investigative findings.
- Strong written and oral communication skills.
- Excellent organizational skills, ability to work independently and with a cross-functional, multi-disciplinary team.
- Ability to manage multiple tasks and priorities.
- Data analysis capabilities.
- Ability to formulate investigative strategies and make program recommendations based upon data analysis.
