Key Responsibilities
This role operates as a Sex Offender Program Specialist within a federal correctional facility under the Bureau of Prisons (BOP). The primary duty involves delivering comprehensive clinical psychological services to inmates enrolled in the Sex Offender Program (SOP). The specialist's main function is to provide treatment and behavioral management services for the SOP.
The specialist may offer direct services from a residential treatment program within the facility, which accommodates and serves offenders, or to inmates engaged in non-residential sex offender treatment or management services.
Additionally, the specialist is responsible for assisting in the administration, scoring, and interpretation of various assessment tools and procedures, including specialized instruments specific to sex offenders, under the guidance of a doctoral-level psychologist.
They are required to analyze data from direct interviews with participants and review records containing social, educational, personal, and institutional adjustment information to aid in the preparation or contribution to reports for multiple purposes.
These reports may include behavioral management plans to mitigate risks within the institution or community, discharge reports for offenders transitioning back to society, pre-certification reviews for inmates considered for certification as sexually dangerous individuals, and clinical case management documentation for inmates participating in SOP components.
In conjunction with all other correctional institution personnel, the incumbent is tasked with maintaining the security of the facility. The correctional responsibilities take precedence over all other duties required by this position and are performed regularly.

Qualifications
To be eligible for this position, candidates must meet the following:
- Basic Requirements:
A degree that includes at least 24 semester hours of coursework in behavioral or social sciences, or a combination of education and experience that provides equivalent knowledge. - Experience:
Experience must be gained in casework within a correctional institution or related criminal justice setting, counseling, or treating individuals requiring social rehabilitation.
In addition to the basic requirements, candidates must have:
- Education:
GL-09: 2 years of progressively higher-level graduate education leading to a master's degree or a master's degree. GS-11: 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in relevant fields. - Experience:
At least one year of specialized experience equivalent to the next lower grade level in federal service.
Selective Factors:
Applicants must possess specific selective factors related to graduate-level coursework or professional experience in clinical counseling with sex offenders or a mental health population.
Additional Information
This position is included in the bargaining unit. A maximum entry age of 36 has been established for initial appointments in a Bureau of Prisons institution.
