Job Description

As a Physician Public Health Specialist at the Centers for Disease Control and Prevention, you will play a critical role in protecting and promoting the health of the American people. Your expertise in public health will be essential in developing and implementing effective strategies to prevent and control infectious diseases, including HIV/AIDS, tuberculosis, and other opportunistic infections.

Key Responsibilities
  • Provide technical expertise and support to countries in planning, implementing, and evaluating effective strategies for scaling up of sustainable programs for the prevention, diagnosis, and treatment of HIV/AIDS, tuberculosis, and other opportunistic infections in women, infants, and children.
  • Conduct operational research in collaboration with country programs to promote best practices, address barriers, and respond to emerging scientific issues for PMTCT/Peds HIV service delivery.
  • Resolve scientific and public health policy matters through meetings with high-level government personnel in USG interagency technical discussions and provide technical leadership to address maternal and child health issues.
  • Prepare or supervise the preparation of all reports, articles, or monographs describing findings from projects or studies on maternal and child health initiatives.
  • Serve as a principal science advisor to the Associate Director for Program in the formulation of long- and short-range plans, operating policies, and strategies for continuing the goals of the Division and Agency to reduce the incidence of HIV/AIDS.
  • Supervise a small contingent of positions.
Requirements
  • US Citizenship required.
  • Males born after December 31, 1959 must be registered or exempt from Selective Service.
  • May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared.
  • CDC participates in the USCIS Electronic Employment Eligibility Verification Program (E-Verify). E-Verify helps employers determine employment eligibility of new hires and the validity of their Social Security numbers.
  • Direct deposit is required.
  • One-year probationary period may be required.
  • This position may be subject to a Collective Bargaining Agreement.
  • Time in grade (TIG) must be met within 30 days of the closing date of the announcement.
  • This position has 20% supervisory duties, candidates must also have demonstrated or shown the potential to develop the necessary knowledge, skills, and abilities.   • This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). CDC inspires public confidence in its trust responsibilities and mission by maintaining high ethical principles. If selected, you may be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. If identified, this will be an annual requirement.
  • In accordance with Executive Order 12564 of September 15, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. This position may require a Drug Test and be subject to Random Drug Testing. The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative test result.
Qualifications
  • Basic Qualifications:
    • Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
    • Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
    • Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
    • Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training.
  • Additional Requirements:
    • For GP-15 - 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
    • To qualify at the GP-15 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience: providing scientific medical advice in the planning, direction, and coordinating of national and international programs related to public health.

  • Telework: This position has been designated as telework eligible and may include remote work or telework options, and/or flexible work scheduling. These options may be requested once you have become an employee and you will be required to sign a Workplace Flexibilities Agreement that details remote or telework working conditions and expectations in accordance with the HHS Workplace Flexibilities Policy.
