Position Overview:
This role involves establishing collaborations to address a range of intricate challenges related to child and youth initiatives for military personnel and their families.

Key Responsibilities:
1. Delegate tasks to team members based on priority, complexity, and individual skill sets.
2. Conduct presentations for both military and civilian groups regarding available child and youth services.
3. Assess support programs to ensure they meet the evolving needs of service members and their families.
4. Analyze assigned programs for potential improvements through collaborative service initiatives and federal partnerships.
5. Develop departmental policies in response to the urgent requirements of the Total Force and their families.
6. Evaluate the effectiveness of family program policies in relation to directives from other federal entities.

Problem Identification:
Recognize potential challenges to create new management and program objectives that cater to the needs of service members and their families.

Employment Conditions:
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.
- Proof of U.S. Citizenship is mandatory.

- A one-year probationary period may be necessary.
- Appointment is contingent upon a suitability/fitness determination following a background investigation.
- A one-year supervisory probation period may also be required.

Specialized Experience:
Applicants must possess one year of specialized experience, which includes:
- Evaluating child and youth programs that address the needs of military personnel and their families.
- Developing policies and procedures for child and youth programs.
- Collaborating with stakeholders to meet the needs of service members and their families.
- Preparing testimonies, reports for Congress, decision briefs, and action memos to facilitate decision-making.
- Performing a full range of first-level supervisory duties, including task assignment, performance evaluation, candidate interviews, and identifying employee training needs.

Additional Information:
This position is not covered by a bargaining unit. A writing sample may be requested during the interview process. Selection is subject to restrictions resulting from the Department of Defense referral system for displaced employees.
