Human Capital Resources and Concepts (HCRC) is seeking a highly skilled Program Administrative Analyst to support the Department's Democracy Programs and DRL's annual appropriation. This role will involve managing and tracking DRL's multi-million-dollar programming portfolio, developing strategic action plans for foreign assistance funds, and providing technical assistance throughout the federal assistance life-cycle.
Key Responsibilities:- Document Development: Draft high-quality memoranda, Congressional Notifications, reports, and other documents that meet the highest standards of professionalism and clarity.
- Clearance and Coordination: Coordinate clearance processes with multiple bureaus and offices, ensuring efficient and effective communication and timely completion of tasks.
- Technical Assistance: Provide technical assistance throughout the federal assistance life-cycle, including pre-award, award, and post-award phases, to ensure successful program implementation.
- Tracking and Reporting: Develop and maintain tracking systems for efficient document retrieval and clearance processes, and prepare regular reports to stakeholders.
- Program Management: Assist in managing program funding and the Congressional Notification process, ensuring compliance with regulations and deadlines.
- Communication and Collaboration: Coordinate communications with the Office of the Legal Advisor and Bureau of Legislative Affairs, fostering strong relationships and effective collaboration.
- Information Preparation: Prepare briefing materials for senior staff, providing timely and accurate information to inform decision-making.
- Strategic Planning: Liaise with the Bureau of Legislative Affairs on Congressional communications and strategic planning, ensuring alignment with departmental goals.
- Document Preparation: Draft documents and provide briefings, testimony, and status reviews, demonstrating expertise and professionalism.
- Program Tracking: Track the foreign assistance lifecycle progress, identifying areas for improvement and implementing solutions.
- Meetings and Trainings: Organize and participate in meetings, trainings, and conferences, promoting knowledge sharing and collaboration.
- Stakeholder Engagement: Attend stakeholder workshops and provide technical assistance to grantees, building strong relationships and ensuring successful program implementation.
- Professional Development: Undertake additional training to enhance skills and knowledge, staying up-to-date with industry developments and best practices.
- Knowledge and Experience: Knowledge of appropriations, foreign assistance funds, Congress, and international programming, with a strong understanding of the federal assistance life-cycle.
- Organizational Skills: Strong organizational skills to manage and track competing priorities, with the ability to work effectively in a fast-paced environment.
- Communication Skills: Excellent verbal and written communication skills, with the ability to communicate complex information in a clear and concise manner.
- Professionalism: Professional, proactive demeanor with the ability to remind colleagues and superiors of pending deadlines, ensuring timely completion of tasks.
- Travel Requirements: Ability to travel globally on short notice, with a valid passport and ability to obtain security clearance (preference for active clearance).
- Qualifications: Bachelor's degree preferred with 4-5 years of relevant experience, or a master's degree with 2-3 years of relevant experience.
