Position Overview
The Proposal Cost/Price Analyst plays a crucial role in determining the cost structure and pricing strategies for products and services in support of proposals for both new and existing business opportunities. This position involves collaboration with proposal teams to prepare submissions, develop cost volumes, estimate costs, and optimize total evaluated pricing while ensuring adherence to FAR/TINA/CAS regulations.
Key Responsibilities:
The primary duties include, but are not limited to:
- Examine Requests for Proposals (RFP) and associated documents to ensure compliance with customer specifications and requirements for cost and pricing, formulating inquiries for customer clarification.
- Create and maintain estimating templates for use by proposal team members.
- Develop standardized pricing models or lists for products and services.
- Establish and manage a database of records to support the commercial viability of products as per FAR 2.101.
- Maintain templates for proposal team input, consolidating and analyzing results.
- Collaborate with Functional Directors across the organization to comprehend cost drivers and product line differentiation.
- Review cost estimates prior to submission and senior management review.
- Facilitate the consolidation of supporting data packages for customer evaluation and Government audits.
- Assist in the preparation of financial presentations and engage in proposal discussions.
- Participate in fact-finding missions and contract negotiations, both locally and at customer sites.
- Support the development of negotiation strategies to fulfill company objectives.
- Conduct TINA certification sweep analysis and documentation.
- Engage with all levels of employees and management, and may need to interact within industry and customer communities at a comparable level.
- Prepare and manage compliant cost/pricing models and deliverable volumes, coordinating and reviewing key inputs such as bills of material, labor estimates, and freight matrices.
- Analyze historical costs and performance, evaluating cost input effectiveness and the relationship between cost and schedule.
- Assist in finalizing proposal presentation packages and lead pricing and financial reviews with management.
- Drive and support continuous improvement initiatives to enhance the proposals process and maintain high-quality standards.
- Bachelor's degree in Accounting, Finance, Economics, or Statistics.
- A minimum of 4 years of experience in Government Contracting within Program, Finance, or Lead Pricing roles.
- Intermediate analytical skills, including familiarity with statistical concepts.
- Ability to interpret and understand FAR/DFAR/Cost Accounting Standards and local contract clauses.
- Capability to develop pricing strategies.
- Proficient in both independent and collaborative work environments.
- Strong attention to detail.
- Excellent organizational and multi-tasking abilities.
- Proficiency in MS Excel and MS Word.
- Exceptional verbal and written communication skills in English.
- Experience in the Aerospace and Defense industry, including knowledge of company product lines.
- Familiarity with DCMA / DCAA processes.
- Experience with parametric pricing methodologies.
