Job Description

We are seeking a highly skilled Project Cost Analyst to join our team. As a key member of our engineering department, you will play a critical role in developing and implementing the capital investment program for our water and wastewater utilities.

Key Responsibilities:
  • Coordinate with project managers to prepare and submit accruals for completed work that has not been invoiced.
  • Monitor project expenditures and create change requests in the project portfolio management system for projects that exceed approved budget.
  • Address errors in the asset accounting system and enter unit estimates for creating new assets and retiring removed assets.
  • Prepare Capex reports for rate surcharge filings and rate case filings.
  • Work with transmission and distribution and meter departments to update monthly installed units for blanket projects.
  • Review payment requests and purchase order requisitions before submission for approval.
  • Prepare procurement forms for projects, including PRF, task order, purchase orders, change orders, and new vendor forms.
  • Organize engineering records and ensure project-related files are saved in the appropriate directories.
  • Supervise the requisition process and provide coding for requisitions and payment requests.
  • Prepare transfer requests and coordinate with accounting to process.
  • Prepare workflow process flow charts for standard engineering department functions.
  • Train new department employees on comprehensive engineering department functions and processes.
  • Create new project requests and funding projects in the project portfolio management system.
  • Prepare monthly Capex actual expenditure reports and coordinate with project managers to update the Capex forecast.
Qualifications:
  • Bachelor's degree in Civil, Environmental, Industrial, or Mechanical Engineering, or Finance/Economics with an engineering/utility background.
  • At least 3 years of experience in a related field.
Knowledge, Skills, and Abilities:
  • Knowledge of managing budgets and capital expenditure forecasting for infrastructure projects.
  • Knowledge of managing and adhering to project budgets and schedules.
Required Certification/Licenses/Training:
  • Project Management Professional (PMP) Certification is a plus.
