Senior Budget Analyst

ManTech is seeking a highly skilled Senior Budget Analyst to provide budget analysis and complex issue resolution to our customer at Hickam AFB, HI.

Key Responsibilities:
  • Perform budget execution involving annual and multi-year direct and reimbursable Air Force and DoD appropriations.
  • Execute the PPBE process for the customer, including POM, PBR, and PB.
  • Provide support for meetings and conferences.
  • Administer and prepare requests for distribution of funds to field organizations.
  • Process incoming reimbursable documents, vouchers, billings, and returns.
  • Control and document upward adjustments and 'cancelled to current' transactions.
  • Monitor and report on obligations incurred and resulting expenditures.
  • Oversee, update, track, and reconcile financial and budget execution information.
  • Obtain, compile, and summarize information for use by others.
  • Make daily decisions concerning tracking of financial transactions and recommend solutions to complex budget problems.
  • Provide financial advisory services to an extensive and diverse customer base.
  • Conduct software acceptance testing.
  • Extract budget and program data from accounting records, forms, and reports.
  • Use automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.
  • Relate need and accomplishments of the organization to anticipated/actual dollar figure of the budget.
Requirements:
  • Bachelor's degree or equivalent in Accounting, Finance, or Business Administration.
  • 5+ years of experience using a DoD/accounting system, preferably with updating accounts, records, reports, and controls.
  • 3+ years of relative financial experience in SAP or SCI environments.
  • Experience performing analyses in various finance and accounting and budgeting functions.
  • Possess a high degree of initiative requiring minimal supervision.
  • Experience producing professional and accurate reports and documents.
  • Exhibit knowledge and skill in budget-related laws, regulations, methods, etc., to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners.
  • Strong Microsoft Office skills, especially with MS Excel and MS Word.
Preferred Qualifications:
  • Knowledge of Momentum Financials.
  • Experience using advanced features of MS Word and MS Excel.
Clearance Requirements:
  • Have an active Top Secret/SCI clearance with JAFAN 6/0 eligibility.
  • Have had an SSBI conducted within the last 6 years.
Travel Requirements:
  • Two (2) trips to the mainland from Hawaii are anticipated with a duration of one (1) week each to include travel days.
Physical Requirements:
  • Must be able to be in a stationary position more than 50% of the time.
  • Must be able to communicate, converse, and exchange information with peers and senior personnel.
  • Constantly operates a computer and other office productivity machinery.
