Job Overview:

Senior Project Manager

The Senior Project Manager is responsible for high-level construction project management tasks throughout the entire project lifecycle, overseeing renovation initiatives at various Health and Specialty Care Facilities across the state.

This role involves collaborating with a dedicated team to ensure that projects are executed safely, within the designated timeframe, and adhere to budgetary constraints.

Key responsibilities include the initiation, planning, coordination, and execution of renovation projects stemming from the Maintenance and Construction Department for multiple facilities associated with the Texas State Supported Living Centers and State Hospitals.

The Senior Project Manager regularly communicates with stakeholders, management, facility staff, and other relevant parties to ensure alignment and transparency.

This position directs and supervises the efforts of design architects and engineers, oversees construction activities, and manages related contracts effectively.

The Senior Project Manager operates under the guidance of the Director of Deferred Maintenance Project Management, exercising considerable independence and initiative in decision-making.


Key Responsibilities:

  • Formulates project budgets, timelines, and work plans while ensuring the administration of construction contracts aligns with budgetary and scheduling requirements. (30%)
  • Establishes criteria, manages, and directs services provided by professional service providers, assisting in the development of project bid packages and construction contracts. (30%)
  • Oversees consultant personnel in reviewing codes and departmental regulations to ensure compliance with current architectural and engineering standards, and assists in the architectural review of design submissions. (20%)
  • Evaluates ongoing construction work for adherence to plans, designs, codes, and relevant regulatory standards. (10%)
  • Identifies potential project risks and challenges, developing strategies to mitigate or avoid them. (5%)
  • Coordinates project activities with team members and facility maintenance staff, managing project and facility data within the agency's assessment system. (5%)
  • Actively participates in disaster response and recovery efforts, contributing to the agency's Continuity of Operations (COOP) initiatives, including testing, training, and exercises.
  • Maintains regular attendance in accordance with agency policies and performs additional duties as assigned.
Required Knowledge, Skills, and Abilities:

  • Comprehensive understanding of construction project management principles applicable to complex projects; familiarity with systems and procedures for evaluating third-party vendor performance; knowledge of relevant local, state, and federal laws and regulations.
  • Proficient in project management monitoring, adept at managing changes in scope and budget while tracking project schedules.
  • Demonstrated ability to manage project activities, establish goals and objectives, exercise sound judgment in decision-making, identify project risks, and understand various construction procurement methods.
  • Skilled in preparing and conducting quality control reviews of architectural and engineering construction documents.
  • Proficient in using personal computers and relevant software applications.
  • Knowledgeable about regulations and laws governing construction contracts.
  • Strong organizational and communication skills.
