Starting Salary: $118,128.00 - $133,524.00

Under the guidance of the Commissioner, this managerial role is responsible for overseeing the operations of the Policy Division. The position entails directing a team of professionals engaged in policy formulation, research, reporting, and legislative affairs.

Key Responsibilities:

  • Set and define objectives and frameworks for research, policy formulation, and reporting.
  • Assign tasks, establish timelines, and monitor the progress of team members.
  • Develop and implement performance standards and assess staff effectiveness.
  • Compile management reports detailing departmental achievements.
  • Contribute to the development of the departmental budget.
  • Facilitate training and development for professional staff.
  • Review data analyses to ensure accuracy and integrity, alongside researching policies and best practices to formulate recommendations for senior executives.
  • Oversee the creation of departmental policies, procedures, reports, plans, and protocols based on data analysis and best practices.
  • Assess the impact of proposed federal, state, and municipal legislation on departmental programs and funding, preparing reports and recommendations accordingly.
  • Identify potential new funding opportunities and oversee the application process.
  • Provide testimony to legislative bodies and committees addressing housing and economic development issues.
  • Supervise the internal review and legislative approval processes within the department.
  • Lead the development of innovative initiatives, translating them into actionable policies.

Additional responsibilities may be assigned as needed.

Work Schedule:

Monday to Friday, 9:00 AM to 5:00 PM

Qualifications:

MINIMUM QUALIFICATIONS:

  • Nine (9) years of supervisory experience in the planning, development, and execution of public policies related to homelessness, affordable housing, and homeownership; OR
  • Graduation from an accredited college with an Associate's degree in Planning, Social Sciences, Public Health, Public Administration, or a related field, plus at least seven (7) years of supervisory experience in relevant public policy areas; OR
  • Graduation from an accredited college or university with a Bachelor's degree in Planning, Social Sciences, Public Health, Public Administration, or a related field, plus at least five (5) years of supervisory experience in relevant public policy areas; OR
  • Graduation from an accredited college or university with a Master's degree in Planning, Social Sciences, Public Health, Public Administration, or a related field, plus at least four (4) years of supervisory experience in relevant public policy areas.
