Position Overview:
This announcement serves to inform potential candidates about upcoming job openings within the U.S. Army Corps of Engineers for the role of Security Specialist. Please note that applications will not be accepted through this notice.

Key Responsibilities:
- Act as a Security Professional to safeguard Sensitive Compartmented Information (SCI) resources and technologies.
- Develop and manage the Sensitive Compartmented Information (SCI) Security Program.
- Oversee the Personnel Security Program.
- Create local protocols for processing access requests for military, civilian, and contractor personnel.
- Administer the physical security program.
- Enforce DOD, USA, DIA, and USACE policies and directives regarding the construction, protection, and operation of advanced program facilities.

Experience Requirements:
To qualify, candidates must possess relevant experience as described below. Experience includes both paid and unpaid work, including volunteer roles through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. All qualifying experience will be credited, including volunteer work. Candidates must ensure their resumes clearly outline their relevant experience; if qualifying based on education, transcripts will be required as part of the application.

Specialized Experience:
One year of specialized experience equivalent to the GS-09 grade level (or higher) in federal service, which includes:
- Assisting in the management of access and personnel files in relevant program systems for all accessed personnel.
- Reviewing and approving all construction, expansion, or modifications to Sensitive Compartmented Information Facilities (SCIFs) for accreditation and reaccreditation.
- Ensuring all cleared personnel receive annual training to minimize the risk of security incidents that could severely impact national security.
- Managing all aspects of the SCI education and awareness program for personnel within the command and its components.

Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last year must have 52 weeks of federal service at the next lower grade or equivalent (GS-09).

Education:
If utilizing education from foreign colleges or universities to meet qualification requirements, candidates must provide proof that their educational credentials have been evaluated by a recognized organization specializing in the interpretation of foreign education programs and deemed equivalent to that obtained in an accredited U.S. education program.

Additional Information:
This announcement utilizes the DHA for Certain Competitive Positions direct hire authority to recruit and appoint qualified candidates to specific positions in the competitive service. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Proof of U.S. Citizenship will be required. A one-year trial/probationary period may be necessary. Direct Deposit of Pay is mandatory.
This position requires submission of a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter. Selection is subject to restrictions resulting from the Department of Defense referral system for displaced employees. This is a Career Program (CP) 1- Physical Security and Law Enforcement position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Eligible for situational telework only, including emergency and OPM prescribed "Unscheduled Telework."
