Position Overview:
Under supervision, this role entails the execution of administrative and professional engineering tasks related to the design and execution of public infrastructure projects managed by municipal personnel or external consultants. The incumbent will handle intricate assignments and oversee project administration and management for various projects, with a primary focus on substantial undertakings encompassing project design, construction oversight, and project completion.

Key Responsibilities:

  1. Project Research and Documentation:
    Conducts initial project investigations and documentation, including:
    1. Preparation of preliminary documents for potential projects, outlining project necessity, feasibility, location, affected property owners, funding sources, cost estimates, and plans;
    2. Collaboration with the Special Assessment Coordinator to determine project assessments, establish assessment districts, allocate costs, and communicate with property owners;
    3. Facilitation of public meetings to present project concepts and gather community feedback, integrating suggestions as appropriate.
  2. Design and Specification Development:
    Plans, designs, reviews, and composes specifications for municipal, state, and federally funded projects, ensuring compliance with local standards and regulations. Responsibilities include:
    1. Creation of preliminary and final designs, considering grades and materials for cost efficiency;
    2. Review of plans and specifications for capital improvement projects to ensure adherence to design standards;
    3. Preparation of cost estimates and conducting plan review meetings;
    4. Writing specifications and leading pre-bid and pre-construction meetings;
    5. Conflict resolution and negotiation with stakeholders during the design phase.
  3. Construction Oversight:
    Monitors construction project progress to ensure compliance with contracts, specifications, and timelines. This includes:
    1. Regular meetings with contractors, government agencies, and business stakeholders;
    2. Supervision of City Inspectors, Surveyors, and consultants on-site;
    3. Conflict resolution and negotiation during the construction phase;
    4. Maintenance of comprehensive project records.
  4. Budget Management:
    Oversees project budgets, including:
    1. Preparation of cost estimates and analysis of project costs and funding sources;
    2. Monitoring project expenditures against the budget and recommending adjustments;
    3. Administration of change orders and development of progress payment estimates;
    4. Collaboration with federal auditors during project audits.
  5. Technical Guidance:
    Acts as a technical resource for departmental staff on design issues and municipal procedures, including:
    1. Reviewing plans submitted by junior engineers and technicians;
    2. Assisting in the maintenance of the City Standard Specification Book;
    3. Recommending updates based on input from contractors and suppliers.
  6. Emergency Operations:
    Manages emergency flood protection operations, including:
    1. Supervision of neighborhood technicians and coordination with flood coordinators;
    2. Participation in planning and implementation of emergency flood protection measures;
    3. Reporting on the status of emergency operations and coordinating with other departments.
  7. Program Administration:
    May oversee special programs such as street rehabilitation or floodplain management, including:
    1. Determining project priorities and monitoring funds;
    2. Scheduling work and performing project management functions.
  8. Leadership and Training:
    Provides direction, training, and leadership to junior engineers and technicians, including:
    1. Participating in personnel decisions and conducting performance reviews;
    2. Assigning work and ensuring adherence to departmental policies and safety practices.
  9. Communication:
    Maintains professional relationships and communicates effectively with stakeholders, including:
    1. Interacting with the public, contractors, and utility representatives to resolve issues;
    2. Representing the City in negotiations and coordinating with various divisions and agencies.
  10. Safety Compliance:
    Ensures adherence to safety guidelines and practices, including:
    1. Following departmental policies and using protective equipment as required;
    2. Addressing unsafe conditions promptly.
  11. Additional Duties:
    Performs other related tasks as assigned.

Qualifications:
A Bachelor's degree in civil engineering or a related field, with a minimum of four years of experience in civil engineering design and project management. A valid professional engineer's license in the State of North Dakota is required, along with a valid driver's license.

Knowledge, Skills, and Abilities:
Strong understanding of civil and structural engineering principles, construction management practices, and relevant regulations. Proficiency in project design, budget management, and effective communication is essential.

This position involves a mix of office and outdoor work, with regular driving required for site visits and meetings. The role may require managing emotionally charged situations and involves extensive computer use and attention to detail.
