Job Overview

Thompson Gray Inc. is in search of a dedicated and detail-oriented professional to assist the U.S. Army's Program Executive Office for Simulation, Training, and Instrumentation (PEO STRI), specifically within the Project Manager Cyber, Test, and Training (PM CT2). This role demands a minimum of 7 years of expertise in cost analysis and estimation.

Key Responsibilities:

  • Develop, revise, and sustain Life Cycle Cost Estimates (LCCEs), Program Office Estimates (POEs), Contract Proposal documentation, and Independent Government Cost Estimates (IGCEs).
  • Assist in the creation of Cost Analysis Requirements Documents (CARD).
  • Analyze contractor cost data, including Earned Value and Cost Performance Reports.
  • Conduct monthly and quarterly evaluations on cost-related Contract Data Requirements Lists (CDRLs) submitted to industry partners.
  • Provide analytical support for various program controls and reporting, contributing to financial execution and budget-related actions as necessary.
  • Defend cost estimation methodologies to DASA-CE and other relevant organizations or industry partners.

Required Qualifications:

  • A minimum of 7 years of experience in cost analysis and estimation.
  • Completion of 24 semester hours in quantitative coursework (math, statistics, engineering, physics, chemistry, etc.), including 3 hours of college-level calculus.
  • Proficiency in cost estimating software (ACEIT, PRICE TruePlanning, etc.).
  • Strong skills in Microsoft Office applications.
  • Experience in ACAT 1 or ACAT 1e level cost analysis and estimation.
  • Familiarity with the Adaptive Acquisition Framework pathways.
  • Understanding of DoD acquisition processes, regulations, and best practices related to cost estimation.
  • Knowledge of Cost and Software Data Reporting (CSDR) requirements.
  • Experience with Work Breakdown Structure (WBS) development according to MIL-STD-881.
  • Background in proposal analysis and preparation of cost-related CDRLs.

Educational Background: A BA/BS degree is required, preferably in Mathematics, Engineering, Business, or the Sciences.

Software Proficiency: Must be skilled in cost estimating software (ACEIT, PRICE TruePlanning, etc.).
