Position Overview:

This role represents a long-term contractual opportunity with A.C Company. The position operates in a hybrid model, requiring on-site participation for a few days each week.

Key Responsibilities:

Become proficient in utilizing and understanding various software and systems, including but not limited to: SRM applications, procurement websites, and core competencies with MS Office Suite. Familiarity with procurement regulations, guidelines, and relevant policies is essential.

-- Share expertise in job functions within the Procurement Bureau, collaborating with strategic partners and clients.

-- Engage in training sessions as directed by management and proactively seek additional learning opportunities to enhance professional skills.

-- Identify inefficiencies within procurement processes and propose actionable improvements.

-- Employ industry best practices for research, including CPI and cooperative purchasing, while leveraging insights from other states' procurement methodologies.

Act as the primary liaison for all development activities related to statements of work in IT procurement.

Administer IT procurement tasks for designated projects, encompassing the formulation and execution of sourcing strategies and the creation of solicitation documents.

Conduct thorough research on assigned projects to gain insights into the relevant technologies, industry standards, procurement methods, existing contracts, and program requirements.

Provide strategic guidance to agencies in selecting appropriate procurement methods.

Analyze data on current agency contracts and procurement activities to inform recommendations for future strategies. Gather and evaluate information on agency business needs and technical environments to draft competitive procurement documents.

Collaborate with Commodity Specialists to identify suitable Subject Matter Experts (SMEs) across various domains, including business, technology, finance, and legal.

Facilitate workgroups that include agency personnel, strategic partners, technical staff, and other stakeholders to develop comprehensive statements of work and supporting documentation for competitive solicitations.

Draft statements of work and supporting documents for Requests for Information (RFI), Quotations (RFQ), Proposals (RFP), and Invitations for Bid (IFB) in collaboration with potential suppliers. Evaluate outcomes, document recommendations, and communicate findings to agency representatives and suppliers.

Develop best practice documents and templates for procurement processes.
