Reports to: Plant Manager (primary) and Director of Procurement & Materials (secondary)

About the Role:

We are in search of a proactive and seasoned Purchasing Manager to take on a crucial role in our organization. You will be instrumental in managing the procurement and inventory operations for our cement production facilities and associated terminals. Your duties will encompass formulating and negotiating agreements for goods and services, ensuring adherence to compliance standards, and pinpointing opportunities for process enhancements. Collaboration with parent companies, implementing competitive bidding processes, and innovating to create more efficient workflows will also be key aspects of your role.

Key Responsibilities:

  • Initiate, develop, and negotiate agreements for goods and services.
  • Ensure adherence to purchasing agreements, policies, and procedures.
  • Lead initiatives for process improvements in procurement, contract management, supplier selection, sourcing of services, and inventory management.
  • Work in partnership with parent companies to leverage existing agreements and identify competitive goods and services.
  • Conduct competitive bidding and negotiate supply and service agreements.
  • Develop and implement procurement policies, processes, and strategic plans.
  • Oversee warehouse operations, inventory flow, and associated costs.
  • Drive initiatives for inventory reduction and perform min/max analysis.
  • Establish and manage procurement and inventory management key performance indicators.
  • Engage in annual budgeting with a focus on maintenance costs and inventory management.
  • Provide monthly accruals and cost projections in collaboration with the Finance team.
  • Oversee contractor insurance requirements with support from the Purchasing Agent.
  • Support plant operations as required and perform additional duties as assigned by management.

Required Skills and Qualifications:

  • Bachelor's degree in a technical, economic, financial, or business discipline.
  • A minimum of five years of experience in procurement and contract management within a manufacturing or construction environment.
  • Proficient in MS Office applications.
  • Strong strategic thinking, problem-solving, and decision-making abilities.
  • Exceptional negotiation skills, organized, and experienced in personnel management.
  • Excellent verbal and written communication skills with the ability to build relationships at all organizational levels.
  • Demonstrated ability to manage multiple independent projects.
  • Proven drive, initiative, openness to change, flexibility, and adaptability.

Preferred Skills:

  • Professional accreditation such as CPM, APP, CPP, or APIC.
