Job Description

The City and County of San Francisco is seeking a highly skilled Legislative and Technology Policy Analyst to join our team. As a key member of our department, you will work closely with the City CIO and DT Chief of Staff to analyze and develop policies and programs related to municipal communications and information technology.

Key Responsibilities
  • Research and Analysis: Conduct in-depth research and analysis on complex policy issues, including administrative policies, practices, and procedures.
  • Grants and Capital Projects: Establish, administer, monitor, coordinate, and act as liaison regarding applications for and management of complex capital projects and/or grants.
  • Regulatory and Legislative Analysis: Identify and analyze existing, newly enacted, and proposed local, state, federal legislation, policies, and procedures, projecting potential impact.
  • Supervision and Project Management: Manage projects, train and mentor division staff, prepare legislation as necessary, and represent the department at meetings and hearings.
  • Complex Analytical Projects: Work with division staff on complex analytical projects as they arise, requiring engagement on economic and legislative matters.
  • Industry and Government Associations: Actively participate in industry and government associations to advocate project initiatives, learn best practices, and propose and implement policy and change that improves the City's services and ensures compliance.
Requirements
  • Baccalaureate Degree from an accredited college or university.
  • Seven years of full-time equivalent experience performing professional-level analytical work, including analysis, development, administration, and reporting in major programs and functions of an organization.
  • Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas may be substituted for one year of required experience.
Desired Qualifications
  • Possession of a master's degree from an accredited college or university, preferably with major coursework in public policy, public administration, economics, or a closely related field.
  • Advanced knowledge of budget systems software applications, governmental accounting, governmental budgeting, and the City's accounting policies and procedures.
  • Experience in legislative and regulatory analysis.
  • Understanding of cable, telecommunications, broadband, and information technology law and regulation.
  • Four years of progressively increasing experience with a public or nonprofit organization.
  • Experience preparing and maintaining user training materials and documentation.
  • Two years of experience with writing grant applications or administering grants.
  • Experience leading and participating in multi-jurisdiction executive bodies, including state, federal, regional, and multiple local jurisdictions.
  • Demonstrated strong analytical, planning, and organizational skills and abilities.
  • Proven ability to engage and collaborate with internal and external City personnel, as well as outside vendors and contractors, ensuring seamless communication and effective partnerships.
  • Established relationships with members of the City's Executive and Legislative branch.
  • Strong oral and written communication skills.
  • Ability to effectively and efficiently coordinate multiple tasks and competing priorities.
