Job Overview

Position Summary
The Financial Operations Manager at Anaheim Transportation Network (ATN) will be responsible for the comprehensive oversight of financial activities, budget management, grant oversight, and administrative support. This position encompasses all facets of financial operations and reporting.

Key Responsibilities

  • Establish and maintain a documented framework of financial and accounting policies and procedures.
  • Oversee contract management and vendor relations.
  • Supervise auditing processes and the evaluation of financial statements for stakeholders.
  • Project cash flow forecasts to ensure sufficient operational funds and minimize financial risks.
  • Develop and maintain relationships with financial institutions.
  • Prepare and manage the organization's budget, analyze variances, and contribute to strategic financial planning.
  • Lead the capital budgeting process through constraint analysis and discounted cash flow methodologies.
  • Collaborate with external CPA firms to generate financial reports.
  • Direct annual financial audits and grant-related evaluations in conjunction with independent auditors.
  • Assist in establishing pricing strategies for services provided.
  • Compile and facilitate the submission of periodic federal reports.
  • Perform additional duties as required.

Candidate Qualifications
Knowledge, Skills, & Abilities

  • Proficient in prioritizing, organizing, and independently solving problems while adhering to deadlines.
  • Demonstrated leadership capabilities, with experience in supervising and mentoring team members.
  • Exceptional verbal and written communication skills, with the ability to provide and receive constructive feedback.
  • Expertise in QuickBooks Online is essential; certification is advantageous.
  • Comprehensive understanding of finance and accounting principles, practices, and procedures.
  • Strong background in grant management, transportation finance, and vendor oversight.
  • Familiarity with financial modeling and analytical techniques.
  • Experience in collaborating with cross-functional teams to incorporate financial considerations into strategic initiatives.
  • Ability to conduct financial analyses and offer recommendations to support decision-making.

Education & Experience

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related discipline; a Master's degree is preferred.
  • CPA certification is a plus.
  • A minimum of three years of progressive experience in financial management and budgeting is required, with adjustments possible based on advanced degrees.
  • Experience in budgeting and reporting, along with advanced knowledge of GAAP.
  • Strong organizational and administrative skills.
  • Advanced proficiency in Microsoft Excel.
  • Experience in public administration, non-profit sectors, or public transit is highly desirable.

Additional Considerations

  • Occasional work outside standard business hours may be required.
  • A valid California Driver's License is preferred.
  • Proof of eligibility to work in the U.S. is necessary.
  • Ability to work primarily on-site is required.
