Key Responsibilities:

  • Develop and execute strategies and best practices to uphold the financial integrity of the organization, ensuring accurate recording of financial transactions, controls, audits, billings, and payables while mitigating risks such as fraud.
  • Prepare and submit the Disclosure Statement, overseeing any necessary accounting modifications and change management processes.
  • Ensure compliance with applicable laws, regulations, Cost Accounting Standards (CAS), Generally Accepted Accounting Principles (GAAP), and federal requirements, including those from the Department of Energy (DOE).
  • Manage both internal and external audit activities related to finance and accounting, including the Incurred Cost Submission and tax reporting obligations.
  • Foster and engage a network of accounting practices across various DOE laboratories, leveraging professional connections to identify and implement best practices.
  • Act as the business owner for core accounting systems and related customer-facing platforms, including travel and time-billing systems.
  • Hold functional responsibility for General Accounting, Payroll, Accounts Payable, Accounts Receivable, Treasury Services, Travel Services, and Government Accounting.
  • Provide counsel to senior management on financial operations, accounting compliance, and business services, including payroll and travel management.
  • Participate as a member of the leadership team, offering insights and recommendations on opportunities and challenges within business services.
  • Report directly to the Chief Financial Officer (CFO) and lead the financial operations of the organization.

Qualifications:

Minimum Qualifications:

  • Bachelor’s degree with 15 years of relevant experience -OR-
  • Master’s degree or higher with 13 years of relevant experience.

Preferred Qualifications:

  • Proven experience in delivering efficient accounting operations across multiple financial functions, including Accounts Payable, Accounts Receivable, Payroll, and General Ledger.
  • Comprehensive understanding of financial management internal controls for federal contractors and OMB Circular A-123 evaluations.
  • Strong leadership capabilities with a track record of providing high-quality services in dynamic environments.
  • Demonstrated ability to build and lead effective teams, including recruiting and developing staff to achieve high performance.
  • In-depth knowledge of Governmental Accounting, CAS, GAAP, and related financial policies.
  • Experience in developing and managing large-scale accounting systems to enhance organizational efficiency and customer support.
  • Excellent interpersonal skills with a history of successful relationship-building with diverse stakeholders.
  • Strong verbal and written communication skills, capable of influencing and advising executive leaders.
  • Commitment to outstanding customer service and continuous improvement through best practices and effective change management.
