Job Summary

The U.S. Department of the Interior is seeking a highly skilled Public Affairs Specialist to join our team. As a Public Affairs Specialist, you will be responsible for managing internal and external communications for the Office of Communications Deputy State Director, serving as the spokesperson for the agency on certain issues.

Key Responsibilities
  • Manage internal and external communications for the Office of Communications Deputy State Director.
  • Develop and implement communications plans to promote the agency's programs and activities.
  • Represent the agency in official and public meetings.
  • Prepare correspondence for leadership.
  • Develop and manage internal and external strategic communications projects.
Requirements
  • U.S. Citizenship required.
  • May be required to complete background investigation.
  • Meet Selective Service Registration Act requirement for males.
  • Must provide resume and supporting documents prior to the closing date of this announcement.
  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Status applicants must meet time-in-grade requirements.
  • You may be required to occasionally travel overnight away from home. You must be eligible to obtain a government charge card for travel purposes.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.

For GS-09:
  • A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
    • (1) assisting with the production of a broad range of creative, informative print, electronic and digital products in support of the organization's communication objectives;
    • (2) writing a variety of public affairs materials to reach targeted audiences;
    • (3) assisting in planning, writing and editing news articles; graphic design, web, journalism and photography to convey information about an organization;
    • (4) communicating organizational programs, activities and/or functions to local communities.
  • OR
  • B. Education: Successful completion of at least master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
  • OR
  • C. Combination: Successful completion of a combination of education and experience.
For GS-11:
  • A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
    • (1) overseeing arrangements with the media involving mission related activities;
    • (2) developing recommendations for stimulating interest public lands, or similar focus, activities and programs;
    • (3) analyzing new media technology that enhances engagement;
    • (4) designing information programs to assure effective communication with the public.
  • OR
  • B. Education: Successful completion of at least Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
  • OR
  • C. Combination: Successful completion of a combination of education and experience.
For GS-12:
  • Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following:
    • (1) developing and managing internal and external strategic communications projects, including producing press releases, producing and implementing communications plans, and conducting media interviews;
    • (2) representing an agency in official and public meetings;
    • (3) advising staff on public affairs matters;
    • (4) preparing correspondence for leadership.
Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
