Position Overview: The Financial Operations Manager is accountable for overseeing the General Ledger closing process and ensuring accurate financial reporting. This role involves supervising the Accounts Payable and Accounts Receivable departments, as well as managing Grant and Project financials. The individual will ensure that all financial documentation adheres to established agency protocols, as well as applicable Federal and State accounting regulations, GAAP, and local budgetary reporting standards.

Key Responsibilities:

  1. Direct and manage the daily operations of the finance department, providing hands-on support and direction to staff to effectively achieve departmental objectives.
  2. Oversee fiscal personnel, including conducting annual performance reviews, setting performance targets, and ensuring staff meet established goals.
  3. Administer the general ledger and lead the month-end closing activities. Prepare audit documentation and liaise with external auditors as directed by the Chief Financial Officer.
  4. Manage the payroll cost allocation process, ensuring compliance with regulatory standards for the allocation of payroll expenses and invoices to the appropriate contracts and budgets.
  5. Generate monthly budget versus actual reports for each program, collaborating with program managers and the CFO to promote proactive cost management and compliance with funding regulations.
  6. Assist the CFO in the preparation of annual program budgets, funding source budgets, and necessary internal and external reports, while maintaining current budget data within the accounting system.
  7. Support the CFO in preparing materials for Finance Committee presentations.
  8. Contribute to the preparation of organization-wide data collection reports.
  9. Under the guidance of the CFO, maintain and update fiscal policies and procedures, offering recommendations for enhancements. Manage the accounting systems, implementing new modules as necessary.
  10. Perform additional duties as assigned by the CFO to support the agency's financial objectives.

Supervisory Duties:
Responsible for supervising a team of 2-5 direct reports, including staff in Accounts Payable, Accounts Receivable, and other financial roles as assigned.

Qualifications:

  1. Bachelor's Degree in Accounting; CPA designation preferred. Must possess comprehensive knowledge of finance, non-profit accounting, budgeting, and cost control principles, including GAAP and compliance with State and Federal contracts.
  2. A minimum of seven years of experience in an accounting role, with at least two years in a supervisory capacity.
  3. Strong analytical skills, attention to detail, and organizational abilities are essential.
  4. Excellent written and verbal communication skills, with the ability to motivate team members while managing multiple time-sensitive projects.
  5. Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) and experienced with BlackBaud accounting software.
  6. Demonstrated commitment to the agency's mission and the ability to work effectively with individuals from diverse economic backgrounds.
