About the Position

Hennepin County is seeking a seasoned leader to join our team as a Fraud Prevention and Program Integrity Director. This is a critical role that requires a strategic thinker with a strong background in fraud prevention, investigations, and program management.

Key Responsibilities
  • Provide leadership and direction to the Fraud Prevention and Investigations team, ensuring the effective prevention, detection, and investigation of fraud in critical program areas.
  • Oversee and provide strategic direction to staff responsible for conducting investigations into fraud, waste, or abuse, and refer those results to appropriate administrative, regulatory, and enforcement authorities.
  • Work with department leadership to create an organizational vision and strategy for fraud prevention and program integrity, ensuring compliance with federal and state laws and regulations.
  • Partner and liaison with the state Office of the Inspector General, law enforcement, and other external agencies to identify best practices and trends in fraud prevention and investigations.
  • Develop and monitor budgets, revenues, and expenditures, ensuring alignment with department-wide fiscal framework and targets.
  • Collaborate and build partnerships across the organization to support and further the work of fraud prevention and program integrity.
  • Recommend policies relating to the prevention and detection of fraud and abuse, and monitor the implementation of those recommendations.
  • Use data metrics to monitor agency performance and identify areas of opportunity to continuously improve processes, policies, and practices.
  • Develop proactive initiatives aimed at the early detection and prevention of fraud, and partner with external agencies to investigate and prosecute fraudulent schemes.
Requirements
  • 11 or more years of management or administrative experience, or a combination of education and experience.
  • Bachelor's degree or higher in a field related to business.
  • Ability to demonstrate the Director competencies, including customer focus, integrity and trust, create vision and purpose, relationship management, organizational management, diversity, equity, and inclusion, leadership, and strategic resource management.
Preferred Qualifications
  • Experience leading and managing staff, ensuring budgets and finances are strategically managed and aligned with department-wide fiscal framework and targets.
  • Working knowledge of relevant state and federal laws, statutes, and regulations, including standards of practice and administration of programs.
  • Experience conducting investigations, assessments, and risk audits.
  • Knowledge and demonstrated ability to examine and directly address the impacts of structural and institutional racism and successfully apply diversity, equity, and inclusion best practices to reduce disparities.
